High Enrollment Growth (HEG) Adjustments for 2021–22

In accordance with Texas Education Code, §31.0214, certain districts and open-enrollment charter schools are eligible for adjustments to their allotments to accommodate substantial growth in enrollment between the 2020–21 and 2021–22 school years. 

The initial allotments for the current biennium, which became available September 1, 2021, for the 2021–2022 and 2022–23 school years, were calculated using the fall 2020 PEIMS enrollment data. HEG adjustments for 2022 were calculated using a comparison of the fall 2020 data to the fall 2021 PEIMS enrollment data. 

TEA has identified the districts and charter schools with the highest enrollment growth from fall 2020 to fall 2021 and has made adjustments for 515 districts. The adjustments provided $63.40 per eligible student. The commissioner’s determination under this process is final and cannot be appealed. 

The list of qualifying districts and the amount of the adjustment for each is available on the Instructional Materials and Technology Allotment page of the TEA website. The additional funding will be loaded into EMAT, the instructional materials ordering system, by July 8, 2022.

Accessible Instructional Materials (AIM) for Proclamation 2022 (Health and Physical Education)

Audio, braille, and large-print versions of state-adopted materials from Proclamation 2022 (health and physical education instructional materials) can now be ordered by placing an AIM requisition in EMAT.  Instructions on how to submit an AIM requisition in EMAT can be found on the EMAT Training page of the TEA website.

Districts and charters with students that require instructional materials in these formats should submit their AIM requisitions as soon as possible.  The shipping date for AIM requisitions will automatically default to 45 days from the date of submission. AIM producers have up to 45 days to fill the order, but the titles will be shipped as quickly as possible.

Special Textbook Redistribution Center (STRC) Closing Date

State-adopted AIM ordered through EMAT belong to the state. When a student is done using any AIM, they are considered surplus and must be shipped back to the STRC. The deadline to ship surplus AIM to the STRC is Thursday, June 30, 2022.

After this date, districts will need to hold on to any surplus AIM until the STRC reopens for returns in early 2023.
