A–F Accountability

Preliminary 2023 Academic Accountability System Framework

The Preliminary 2023 Academic Accountability System Framework is available. As part of the continuous improvement process, the agency spent two years consulting with stakeholders on enhancements to the accountability system. The proposed enhancements described in the preliminary framework are designed to provide parents, community members, and educators with the data essential to drive improved outcomes for all Texas children.

This document provides an overview of the proposed adjustments and is intended to guide discussions and spur additional stakeholder feedback, which will be gathered through fall 2022.

Stakeholders are encouraged to provide feedback through October 1, 2022, to help inform an updated October accountability system framework, which will be published in late October 2022. The proposed 2023 Accountability Manual will be published in early 2023 for additional feedback prior to becoming rule in summer 2023. Questions and/or feedback can be sent to performance.reporting@tea.texas.gov.

College, Career, and Military Readiness Verifier Deadline

Thank you to all who have submitted requests through the CCMR Verifier. Performance Reporting is working through these requests. The corrections window closes on June 22 at 5 p.m. CDT. Please be sure to get your entries in before this time. When submitting your requests, you must include the proper documentation supporting the change. If you have questions, please contact Performance Reporting at performance.reporting@tea.texas.gov.

Local Accountability System

The Local Accountability System Notice of Interest for districts wishing to participate in the local accountability system is available online. Districts submitting a form will be contacted for follow-up discussions.

Participating districts may wish to develop a plan during the summer of 2022 that is then applied to the 2022–23 school year. We are also supporting districts that are using the 2022–23 school year to develop a plan for application to the 2023–24 school year.

The Local Accountability System team remains committed to supporting districts in creating a plan that meets all requirements and supports a model of local accountability.

The Local Accountability Guide and Frequently Asked Questions provide information about plan requirements and example components. Both documents can be found on the local accountability webpage.

Districts wishing to learn more about the local accountability system and how to develop a district local accountability plan can participate in a 45-minute overview webinar with time for Q & A.

Assessment Scoring and Reporting

May 2022 STAAR Grades 3–8 Administration

The May 2022 State of Texas Assessments of Academic Readiness (STAAR®) grades 3–8 paper test results have begun flowing into the Centralized Reporting System (CRS). Grades 3–8 mathematics and grade 8 science results will not be immediately available, as griddable items now require score verification to ensure students receive proper credit for correct answers. This item response verification process will continue through this week. It is expected that all STAAR grades 3–8 results—mathematics, reading, science, and social studies—will be in CRS by the end of the day on June 14, 2022.

System Updates

The Test Information Distribution Engine (TIDE), Test Delivery System (TDS), and CRS will be offline between August 15 and August 21, 2022, to complete a system rollover for the 2022–23 school year. Please be sure to download any data files prior to August 14, 2022. All systems will be back online on Monday, August 22, 2022.

Standard and Additional Reports (For District Users)

Reports for the spring 2022 STAAR Alternate 2 administration are now posted for your district in the TIDE inbox. The STAAR Alternate Report Cards, rosters, summary reports, and data files posted can be accessed by the district coordinator. Reports posted in the secure inbox will be available for 90 days.

For the spring 2022 administration, item level data (items and images of responses) will not be included in the student data files posted. As a result, Student Data Requests (SDR) for the spring 2022 administration will not include item level data.

Printed copies of the Confidential Student Labels are being shipped to your district and will arrive June 13–17, 2022, unless your district opted out of receiving the labels. Districts will NOT receive printed copies of STAAR Alternate 2 Report Cards unless they opted in to receiving paper copies during the window noted on the Calendar of Events.

Results for this administration will be posted to the Family Portal by June 13, 2022, for parents and students to view. Secure access to the Family Portal is available for families from the Texas Assessment homepage by entering the student access code. For the spring 2022 STAAR Alternate 2 administration, the Family Portal will display student results only; item level data will not be available.

Region Reports (For Region Users)

Region reports and student-level data files for the spring 2022 STAAR Alternate 2 administration are now posted in your TIDE inbox.

Data Corrections

Districts can resolve student information and submit score code changes for the spring 2022 STAAR Alternate 2 administration from June 8–10, 2022. Changes submitted during this window will be reflected in updated reports that will be provided on June 20, 2022. Any updates made after this window will not be reflected in reports used for accountability.

  • Resolve student information – the spelling of a student’s name, the student’s date of birth, and student’s gender can be updated through the View/Edit/Export Student, Upload Student Information, or Upload Additional Student Fields module in TIDE by the district or campus coordinator.
  • If a student is not reported in the correct district or campus, the district coordinator should contact Texas Testing Support to update the information.
  • Score code changes – to submit a score code change, districts should select the “Change Score Code” option under Request Type in the Appeals/Score Codes module in TIDE.

Programmer/Data Analyst (Programmer IV)

This role serves as a senior-level programmer and data analyst in the Rating and Reporting Systems unit of the Division of Performance Reporting. The Programmer/Data Analyst performs complex programming tasks to create and analyze datasets for the state accountability rating systems. The work involves creating and maintaining reports for the state accountability rating systems, developing and managing extensive quality control checks of SAS programs, and creating workflows to improve existing programs and applications. The Programmer/Data Analyst provides technical support to management in ongoing and new system development. This position contributes to the rigorous academic accountability and performance reporting system which is the cornerstone of the agency’s priority to promote improved outcomes for all students and to ensure all students are prepared for success in college, career, or military.

Will test results from June be included in 2022 accountability calculations?

No, the 2022 accountability cycle includes assessments from June 2021, fall 2021, and spring 2022. June 2022 results will be the first test administration included in the 2023 accountability cycle.
