Lone Star Governance and the Upcoming Effective District Framework

Two TEA initiatives help improve student outcomes by working at the district level: Lone Star Governance (LSG) and the upcoming Effective District Framework (EDF).

The Effective District Framework

  • focuses on superintendents and other district leadership staff;
  • identifies high leverage district systems and practices to help schools to bring the ESF to life;
  • provides alignment, common language, and continuous improvement around the highest leverage best practices for district systems;
  • consists of Levers, Essential Actions, and Key Practices; and
  • will be used through a self-assessment and optional diagnostic process.

Organized into five 'levers,' EDF includes analysis, planning, and performance management; human capital systems; support for student readiness to learn; high-quality instructional materials and assessments; and continuous improvement of instruction. EDF will be piloted with a small number of districts in the 2022–2023 school year. Statewide release of EDF is scheduled for the 2023–2024 school year.

Though EDF and LSG are two separate initiatives that can be implemented independently, combining them aligns board member behaviors and district systems and practices to increase the impact of both initiatives.

For more information about EDF, please contact Lizette Ridgeway at lizette.ridgeway@tea.texas.gov

For more information on LSG, please contact lsg@tea.texas.gov.

This Month's Frequently Asked Question

Our school board would like to engage in Lone Star Governance. We hear that the initial two-day workshop is designed for two separate boards to take together. Are there any upcoming LSG workshops that still have room for another board?

We have many Lone Star Governance workshops scheduled for June and July. Several of these still have room for another participating board. Upcoming LSG workshops are advertised on the LSG home page here.

If any of these dates align with the availability of your board members and superintendent, please contact us at lsg@tea.texas.gov for more information about registering for the workshop.
