Collaborative Comprehensive Needs Assessment (CCNA) Toolkit
As local educational agencies (LEAs) and campuses begin their work on the comprehensive needs assessment (CNA) processes associated with various federal programs for the upcoming school year, we are reaching out to remind LEAs and campuses of the CCNA Toolkit that was developed collaboratively for use within the following programs:
- Title I, Part A - Improving Basic Programs
- Title I, Part C - Education of Migratory Children
- Title II, Part A - Supporting Effective Instruction
- Title III, Part A - English Language Acquisition, Language Enhancement, and Academic Achievement Act
- Title IV, Part A - Student Support and Academic Enrichment
Texas Education Agency (TEA) program staff developed this Collaborative Comprehensive Needs Assessment (CCNA) Resource Toolkit at the request of LEAs and Education Service Centers (ESCs).
A comprehensive needs assessment involves different stakeholders looking at a variety of data sources. Each of these programs may have program-specific requirements. However, there is considerable overlap in some of the requirements. Having a composite document that shows both the overlap and the program-specific requirements and recommendations will encourage LEAs to coordinate across programs, making more efficient use of time. It will also eliminate the need to invite stakeholder participation at several different times to address the same requirements.
CCNA is a means for an LEA to work collaboratively with a common purpose across programs. The objective of engaging in a CCNA Process is to ensure the following:
- federal programs compliance;
- coordination of federal programs;
- efficient use of time;
- the CCNA is a comprehensive process rather than an event; and
- a culture of continuous improvement to maximize the use of federal funds.
The collaborative process is not a TEA or program requirement. It is to be used as a tool and a resource. The LEA is free to decide which parts it would like to use as it develops its comprehensive needs assessment. All sections of statute cited in the document or resources are from the Every Student Succeeds Act (ESSA), unless otherwise noted.
