In accordance with Texas Education Code, §31.0214, certain districts and open-enrollment charter schools are eligible for adjustments to their allotments to accommodate substantial growth in enrollment between the 2019–20 and 2020–21 school years. 

The initial allotments for the last biennium, which became available September 1, 2019, for the 2019–20 and 2020–21 school years, were calculated using the fall 2018 PEIMS enrollment data. HEG adjustments for 2021 were calculated using a comparison of the fall 2019 data to the fall 2020 PEIMS enrollment data. 

TEA has identified the districts and charter schools with the highest enrollment growth from fall 2019 to fall 2020 and has made adjustments for 217 districts. The adjustments provided $93.55 per eligible student. The commissioner’s determination under this process is final and cannot be appealed. 

The list of qualifying districts and the amount of the adjustment for each is available on the Technology and Instructional Materials Allotment website. The additional funding will be loaded into EMAT, the instructional materials ordering system, by February 1, 2022.

Special Textbook Redistribution Center (STRC) Now Open 

The STRC is now open to receive shipments of surplus accessible instructional materials (AIM). Districts may ship surplus AIM from now until June 30, 2022. The return period will be temporarily paused while EMAT is closed to prepare for the 2022–23 school year. 

Please note that there has been a change to the procedures for shipping surplus AIM to the STRC. FedEx continues as the freight provider for shipments weighing 150 pounds or less; however, for shipments weighing more than 150 pounds, districts must now contact the STRC directly to schedule shipment. 

Districts are no longer required to return out-of-adoption AIM to the STRC. Districts may now donate, recycle, or maintain possession of their out-of-adoption AIM. Districts should not discard AIM from Proclamation 2014 (science, grades K–12, and mathematics, grades K–8), as TEA is working to renew contracts for these state-adopted titles. Any AIM titles from Proclamation 2014 that are not being used by a student must be shipped back to the STRC. You may view a list of currently adopted materials in the Adoption Bulletin. Any materials not included on the Adoption Bulletin are out-of-adoption.

Update to EMAT Disbursement Procedures 

The Course Name field in instructional materials disbursements has been updated. You will now need to use the magnifying glass to select a course name for this field. (See screenshots below.) Course names include those from the PEIMS data standards, along with other options such as All Courses and All Core Courses. We are hopeful that this change will reduce the number of instructional materials disbursements that must be reopened and expedite the approval process.
