2021–2022 IDEA-B Formula-ARP and IDEA-B Preschool-ARP Planning Amounts
Background
In addition to providing funds through the ARP ESSER III grant program, the American Rescue Plan (ARP) Act of 2021, also provided funding for TEA to award supplemental IDEA-B Formula and IDEA-B Preschool funding to eligible local educational agencies (LEAs).
TEA staff are currently updating the 2021–2022 Special Education Consolidated Grant Application (Federal) to include columns for the IDEA-B Formula-ARP, and IDEA-B Preschool-ARP funding, however, both TEA and LEAs will need to track these funds separately from their “regular” IDEA-B allocations. TEA anticipates that the updated eGrants application will be ready in mid-December 2021. At that time, TEA will release 2021-2022 final amounts for both “regular” and “ARP” IDEA-B Formula and IDEA-B Preschool funding along with any unexpended 2020–2021 IDEA-B Formula and Preschool carryover funds. This approach will reduce the administrative burden for LEAs as they will only need to complete one application amendment for all federal IDEA-B formula funding sources.
Planning Amounts for Budgetary Purposes
Given that TEA will not be releasing the IDEA-B Formula-ARP and IDEA-B Preschool-ARP funds for several weeks, we are publishing planning amounts to assist LEAs with budgeting for the use of these funds.
In order to review the planning amounts, LEAs should go to the TEA Entitlements webpage, and then scroll down to “Special Education Consolidated Application (Federal).” LEAs should select either of the reports titled “2021–2022 Special Education Consolidated (Federal) Planning Amounts by LEA/ESC.”
