Texas Resource Review Update
Publisher Application for Quality Phonics Review Open
The commissioner of education is in the process of adopting administrative rules to outline the criteria for phonics programs and is establishing a process to review phonics programs in accordance with House Bill 3, 86th Texas Legislature, 2019, to ensure all students obtain necessary early literacy skills and that districts have access to phonics materials that include systematic direct instruction and integrated reading instruments. Phonics programs submitted will go through the Texas Resource Review (TRR) process to determine eligibility for inclusion on the commissioner’s recommended list.
The publisher application is now open. Monday, November 22, 2021, is the last day to submit an application.
We encourage all publishers who believe their product(s) meets the criteria for participation in quality reviews to apply. If you missed the introductory webinar held on October 15th, the recording is now available.
Over the next few weeks, Safal Partners—the independent third-party contractor selected to facilitate independent quality reviews of instructional materials—will be holding weekly calls on Wednesdays at 1:30 p.m. CST. During each one-hour session, 30 minutes will be dedicated to a specific topic and the remaining 30 minutes will be dedicated to answering publishers’ questions. The following topics will be discussed each week:
- 10/27/2021: Eligibility criteria
- 11/3/2021: Unpacking an indicator (rubric section 3)
- 11/10/2021: Unpacking an indicator (rubric sections 2 and 4)
- 11/17/2021: Scoring an indicator
Attending these sessions is optional but highly recommended so that interested publishers may strengthen their understanding of the draft phonics rubrics, eligibility criteria, and review process. You must register to attend office hours.

Draft Quality Rubrics Available for Public Comment
If you have any feedback regarding the draft rubrics for K–3 English or Spanish phonics, please complete and submit the quality rubric public comment form by Monday, November 22, 2021. You may learn more about the rubric development process by visiting the TRR website.
