Framework for School Board Development

The Framework for School Board Development outlines essential components needed to provide local educational programs and services to promote student academic achievement. Initially adopted by the State Board of Education (SBOE) in January 1996, the framework was first updated in July 2012.

In July 2020, the SBOE began updating the framework. The process included four meetings of an ad hoc committee, as well as two meetings of the SBOE's Committee on School Initiatives and two of the SBOE itself. The SBOE approved the framework at its meeting on November 20, 2020.

The newly adopted Framework for School Board development is available on the TEA website here: Framework for School Board Development

All EISO and LSG training materials have been updated to reflect the changes in the framework. Updated materials are available on ShareFile.

Free Resources to Develop Data-Driven HB 3 Goals—Updated

The Commit Partnership, a data-centered public education non-profit located in Dallas, has developed free, no-strings-attached resources to help school boards use data to establish their HB 3 board goals.

The Commit Partnership recently upgraded these tools in response to feedback from its users.

Explore these resources—developed using publicly available, TEA-produced data—at the following links:

LSG Leaderboard

The LSG Leaderboard recognizes governance teams with the highest level of success changing their behaviors to improve student outcomes. Usually updated quarterly, the leaderboard was last updated in February 2020 with results from the third quarter of 2019. To align with the schedule above for LSG activities, we are planning to update the leaderboard again in May 2021 with results from the first quarter of 2021.

Getting Back to Work

Informed by the lessons learned in 2020 on how to operate relatively safely in the midst of COVID-19, LSG activities have almost returned to normal.

Since our last newsletter, several workshops have been held. We have also held several EISO and Knowledge and Skills training sessions and one Mindset Training. These efforts have led to one new LSG Coach (Congratulations Nathan!), 23 new authorized providers, 14 of which are now in the coaching pipeline.

All of the upcoming LSG Workshops (for governance teams) and training sessions (for coaches and coaches-to-be) are listed on the LSG web page of the TEA website here: LSG Home Page

This Month's Frequently Asked Question

Once a board has approved its district's and campuses' HB3 goals, to whom at the Texas Education Agency should they be sent?

Districts are not required to send their approved district and campus goals to the TEA. HB 3, 86th Texas Legislature, 2019, requires the plans to be posted on district and campus websites. It does not require the plans to be submitted to the agency.
