Welcome to This Month in Lone Star Governance. These emails, sent each month, highlight current events in the LSG initiative, answer frequently asked questions, and celebrate LSG successes from around the state. Framework for School Board Development

The Framework for School Board Development outlines essential components needed to provide local educational programs and services to promote student academic achievement. Initially adopted by the State Board of Education (SBOE) in January 1996, the framework was first updated in July 2012.

In July 2020, the SBOE began updating the framework. The process included four meetings of an ad hoc committee, as well as two meetings of the SBOE's Committee on School Initiatives and two of the SBOE itself. The SBOE approved the framework at its recent meeting on November 20, 2020.

Getting Back to Work: Dates to Know

Informed by the lessons learned over the past eight months on how to operate relatively safely in the midst of COVID-19, LSG activities have recently restarted—including several workshops. Our hope is to have all LSG activities operating with pre-COVID-19 regularity in February. Here are some important dates to know:

December 2020: Co-facilitating for potential LSG coaches

December 14, 2020: Evaluating and Improving Student Outcomes (EISO) training

December 21, 2020: LSG Knowledge and Skills training

Free Resources to Develop Data-Driven HB 3 Goals

The Commit Partnership, a data-centered public education non-profit located in Dallas, has developed free, no-strings-attached resources to help school boards use data to establish their HB 3 board goals.

LSG Leaderboard

The LSG Leaderboard recognizes governance teams with the highest level of success changing their behaviors to improve student outcomes. Usually updated quarterly, the leaderboard was last updated in February 2020 with results from the third quarter of 2019. To align with the schedule above for LSG activities, we are planning to update the leaderboard again in May 2021 with results from the first quarter of 2021.


This Month's Frequently Asked Question

In March of this year, the commissioner waived board training requirements outlined in TEC, §11.159, and 19 TAC §61.1 until September 1, 2020. In August, the commissioner extended this waiver until January 31, 2021. Are there any plans to extend the waiver again?

At this point, no, there are no plans to extend the waiver beyond January 31, 2021. The reporting period following the expiration of the current waiver will be April 2021, prior to a May board election. Board members who do not meet the annual requirements during the 2020–2021 time period will be reported delinquent at the time of reporting.
