Starting January 2, 2020, districts will submit the October 2018 – September 2019 Fiscal Year (FFY) 2019 SHARS Cost Report on the newly redesigned State of Texas Automated Information Reporting System (STAIRS).
Changes:
-
New website – While the MAC and the Random Moment Time Study (RMTS) modules will continue to be housed in the “Fairbanks System” (mac.fairbanksllc.com), users will now access and submit FY2019 SHARS Cost Report on the STAIRS System (cr.fairbanksllc.com).

New user accounts – As part of the transition process, each district will get a new user account.

Preparer Accounts – The STAIRS system is designed to support multiple account types including an account specifically for Cost Report preparers.

Updated District User Interface (UI) – The way district account holders interact with the system has been modernized.

Simplified Reporting – The SHARS Cost Report has been simplified and streamlined using new platform technology.

SHARS providers are required to notify parents or guardians of their rights to a “freedom of choice of providers” (42 CFR §431.51) under Texas Medicaid. If a parent requests that someone other than the employees or currently contracted staff of the SHARS provider (school district) provide a SHARS service listed in the student’s IEP, the provider must make a good faith effort to comply with the parent’s request. |

Do students outside of special education qualify for SHARS reimbursement?
At this time, student eligibility for SHARS has not changed:
- Students must be 20 years of age and younger;
- Students must be enrolled in a public school's special education program;
- Students must have an Admission, Review, & Dismissal (ARD)/ Individualized Education Plan (IEP) documenting the medical necessity for services; and
- Students must be Medicaid eligible.
Can parents get information regarding interim and cost report billing as it relates to their child?
Student SHARS documents are a part of a student's educational record. Therefore, parents have access to this information as any other educational document.
