Instructional Materials Update


New Allotment Amounts are Available

The technology and instructional materials allotment amounts for the 2020–2021 biennium are now available in EMAT. More information about the technology and instructional materials allotment can be found on the TEA website.

OnRamps

Based on the new contract, which goes into effect September 1, 2019, the Instructional Materials Division (IMD) has determined that dual-credit course tuition through OnRamps is an allowable technology and instructional materials allotment expense.

Inventory Software and Systems

Beginning September 1, 2019, inventory software or systems for storing, managing, and accessing instructional materials (IM) and analyzing the use and effectiveness of the materials are allowable allotment expenditures (House Bill [HB] 396, 86th Texas Legislature).

After September 1, 2019, disbursement requests can be entered for inventory software and systems. IMD is currently collecting questions from the public to assist in writing rules for the new legislation. Send questions regarding this new legislation to instructional.materials@tea.texas.gov or submit an Instructional Materials Help Desk ticket.

Interstate Freight

The new legislation also requires the state to pay interstate IM shipping costs (HB 396, 86th Texas Legislature). This legislation is effective beginning September 1, 2019.

Out-of-state freight disbursement requests will begin coming out of the state freight fund September 1, 2019. We are currently working on EMAT programming to make that change. Please wait until after September 1, 2019, to enter out-of-state freight disbursement requests using new biennium funding.
