On June 3, 2019, TEA will release the following grant applications for federal funding:
- Every Student Succeeds Act (ESSA) Consolidated Federal Grant Application
- Title I, Part C Carl D. Perkins Career and Technical Education Act Grant Application and Title I, Part B Carl D. Perkins Institutions Grant Application
- Special Education Consolidated Grant Application
The deadline for submitting the grant applications is September 3, 2019.

Contacts Page
A new eGrants feature allows LEAs to enter the contacts to be used in the grant applications, compliance reports, and special collections prior to completing the grant, report, or special collection. TEA will auto-populate contacts from the 2018-2019 applications into the 2019-2020 applications. LEAs are highly encouraged to review the prepopulated contacts and edit, delete, or add current contacts as follows:
- Log into eGrants.
- Click on Contacts on the menu bar.
- Add, Edit, or Remove contacts, as needed.
This page is always available and there is no deadline to update the Contacts Page.
SC5003 and Applicant Designation and Certification (ADC) Forms
The SC5003 – Formula Grants Consolidated Schedule, which applies to all grants, and the Applicant Designation and Certification Forms for ESSA and Perkins must be submitted to access the grant applications. The SC5003 and ADC Forms will be released according to the schedule below:
SC5003 – Federal Grant Consolidated Schedule May 1, 2019
GS2230 – ESSA ADC for ESCs May 15, 2019
GS2230 – ESSA ADC for LEAs June 3, 2019
GS2210 – Perkins CTE and Institutions ADC May 15, 2019
The deadline for submitting the SC5003 and the ADC forms is September 3, 2019.
Training Available
TEA staff will conduct one-day training sessions on all three grant applications at regional education service centers (ESCs) throughout the state. The training includes an overview of the grant applications, along with information on updates, changes, and additions. Depending on the host ESC, the sessions may be available via stream as a distance learning opportunity.
