TEA is announcing the availability of grant funds for the 2019–2020 Charter School Program High-Quality Replication Grant. Request for Application (RFA) #701-19-109 is authorized by Public Law (P.L.) 114-95, Elementary and Secondary Education Act of 1965 (ESEA), as amended by Every Student Succeeds Act of 2015 (ESSA), Title IV, Part C; Texas Education Code (TEC), Chapter 12; and Texas Administrative Code (TAC), Chapter 100, Subpart AA. Eligibility
Eligible applicants are charter schools that meet the federal definition of a charter school, have never received funds under this grant program, and are one of the following:
- An open-enrollment charter school campus designated by the commissioner of education as a high-quality campus for the 2019–2020 or 2020–2021 school year. Open-enrollment charter schools submitting an application for a High-Quality Campus Designation for the 2019–2020 or 2020–2021 school year by April 1, 2019, are considered eligible to apply for the grant. However, the commissioner must designate the campus as a high-quality campus prior to the charter receiving grant funding, if selected.
- A campus charter school authorized by the local board of trustees pursuant to TEC, Chapter 12, Subchapter C, on or before April 26, 2019, that is designed to replicate a new high-quality charter school campus, based on the educational model of an existing high-quality charter school, and that submits all required documentation as stated in this RFA. A campus charter school must apply through its public school district and the application must be signed by the district's superintendent or the appropriate designee.
Applicants that opened a new high-quality charter school campus, based on the educational model of an existing high-quality charter school, for the 2018–2019 school year, and have not received funding under this grant program for this charter school campus, are eligible.
Any charter school that does not open prior to Wednesday, September 2, 2020, after having been awarded grant funds, will be required to forfeit any remaining grant funds, and may be required to reimburse any expended amounts to TEA.
Grant Period
July 1, 2019, to August 31, 2020.
Funding
It is anticipated that approximately 50 grants of no more than $400,000 each will be awarded to state-authorized charter schools and 15 grants of no more than $600,000 each will be awarded to district-authorized charter schools.
Description
The purpose of this grant program is to support the growth of high-quality charter schools in Texas, especially those focused on improving academic outcomes for educationally disadvantaged students.
