Nonprofit (PNP) Affirmation of Consultation with Private School Officials
(2018-2019) and Instructions
Federal law requires
private nonprofit (PNP) schools to be contacted annually by the LEA to
determine which PNPs would like to participate.
It is the responsibility of the Local Educational Agency (LEA) to ensure
consultation for equitable services with PNP schools is timely and meaningful. Consultation must occur during the design and
development of the programs and before the LEA makes any decisions affecting
the opportunities of eligible private school children, teachers, and other
educational personnel to participate in the programs. LEAs are required to document that
consultation has occurred.
The PNP Affirmation of Consultation with Private
School Officials’ (2018-2019) template is available for download through secured
TEAL Every Student Succeeds Act
(ESSA) Reports Application. LEAs must
review the Instructions for submitting 2018-2019 PNP Affirmations at: https://tea.texas.gov/Finance_and_Grants/Grants/Administering_a_Grant/ESSA_Private_School_Equitable_Services.
PNP equitable services requirements do
not apply to charter schools.
Completed Affirmations
for PNPs participating with federal program services (Title I, Part A; Title I,
Part C; Title II, Part A; Title III, Parts A -EL and Immigrant; Title IV, Part
A; and the Title IV, Part B – 21st Century Community Learning
Centers) must be electronically completed, electronically signed, and submitted via the secure ESSA Reports Application, accessible
through TEAL, no later than September 3, 2018. The LEA only
needs to submit an Affirmation if
PNPs are participating services. If there are no PNP schools participating, the
LEA keeps documentation on file. If there are questions, please contact Title
I, Part A staff at the LEA’s Education Service Center.

Calculation tables are now available on the PNP webpage at: https://tea.texas.gov/Finance_and_Grants/Grants/Administering_a_Grant/ESSA_Private_School_Equitable_Services. Sample tables may be used for districts to estimate
equitable services amounts for PNP services and shared during consultation
meetings. Do not submit the calculation tables to TEA. Districts keep the calculation tables on file
locally.
