TEA is announcing the availability of grant funds for the 2018–2020 Pathways
in Technology Early College High School (P-TECH) and Industry Cluster
Innovative Academies (ICIA) Success grant program. Request for Application
(RFA) #701-18-101 is authorized by the General Appropriations Act, Article III,
Rider 67, 85th Texas Legislature and Texas Education Code Chapters
29.551-29.556 (P-TECH) and General Appropriations Act, Article III, Rider 49,
85th Texas Legislature, Texas Education Code Chapter 29.908, and the
Workforce Innovation and Opportunity Act Dislocated Workers (WIOA) Chapter
17.278 and Adult Activities Chapter 17.258 (ICIA). The RFA is available on the TEA

Eligible
applicants include local educational agencies (LEAs) that:
- Serve
students in Grades 9–12; or
- Are
already serving students in Grades 9, 9–10, or 9–11 and will progressively
scale up by adding at least one grade level per year.
Additionally, LEAs
must also:
- Have
been implementing a program similar to P-TECH or ICIA that allows students to:
earn industry credentials and associate degrees, engage in appropriate
work-based education at every grade level, and participates in programs that
create a seamless transition to additional education or the competitive job
market;
- Have
established partnerships with at least one institution of higher education (IHE)
defined in a written agreement; and
- Have
established partnership(s) with employer(s) defined in a written agreement.
Recipients of the
2016–2018 Industry Cluster Name Innovative Academy – The Next Generation of
ECHS (RFA #701-16-108) are not eligible for the 2018–2020 P-TECH and ICIA Success
Grant.
- February
23, 2018, to June 15, 2020
- A
total of approximately $3,900,000 is available for this grant program.
- It
is anticipated that approximately 15 grants will be awarded
- Grant
awards are expected to be up to $260,000 each.
The purpose of the 2018–2020
P-TECH and ICIA Success Grant Program is to solicit grant applications from
eligible applicants who will spend 28 months strengthening and refining current
practices that will advance their existing P-TECH or ICIA (or P-TECH or ICIA similar
program) campus to distinguished levels of performance, as measured by the
P-TECH and ICIA Blueprint. Grantees who receive the grant will be designated as
a P-TECH campus for the 2018–2019 school year and are required to work with
TEA's selected technical assistance provider for the 28–month grant period.
Activities or initiatives by grantees may include, but are not limited to,
aligning current practices to the P-TECH and ICIA Blueprint, continuation of
collaborative leadership and decision-making committees, establishing systems
for formal data review as well as the creation of data response plans,
strengthening student recruitment systems, and increasing opportunities for
students to master basic skills and prepare for more rigorous academic classes.
Applications must be
received by the Texas Education Agency by 5:00 p.m. (Central Time), January 9,
2018, to be considered for funding.
