STARS Electronic Reporting Developers Workshop

This e-mail is intended for companies that have data systems or provide services for reporting annual emissions inventory (EI) data to the Texas Commission on Environmental Quality (TCEQ) using the State of Texas Air Reporting System (STARS) electronic file reporting method (STARS extract/delta file process).

The target audience for this workshop is STARS electronic reporting developers or persons managing systems that use the STARS extract/delta file process. The TCEQ will be hosting a free STARS developer workshop at the TCEQ main campus, Building F, Room 2210 in Austin on October 17 & 18, 2012.

The goal of the workshop is to improve the electronic extract/delta file submission process for both the TCEQ and external customers.

Workshop highlights:

1.       Electronic reporting process and the use of the State of Texas Environmental Electronic Reporting System - Annual Emission Inventory Reporting (STEERS-AEIR) system

2.      Tools and data provided by TCEQ for developing/creating/submitting delta files
3.      Common data issues in submitted delta files
4.      Opportunities for improving systems and file outputs through QA/QC data checks
5.      Areas for improvement with the TCEQ systems

The workshop will be a two-day event with each day split between morning and afternoon sessions.  A preliminary agenda is attached as a Word file.  The morning sessions will be an open discussion forum of the major topics identified above and other items attendees want to discuss.  Afternoon sessions will be dedicated to optional individual one-on-one sessions between the TCEQ and each attendee.  The goal of the one-on-one sessions will be the discussion of items related to the attendee’s specific data systems.  The one-on-one sessions may include troubleshooting of example delta files provided by the attendee and test loads through the TCEQ STEERS and STARS systems.

The STARS Electronic Reporting Developers Workshop is not intended for individuals or companies that report using either the paper format EI or the on-line manual entry option in the STEERS AEIR system.  The general Emissions Inventory Workshop is scheduled for January 15, 2013, in Austin, Texas.
