Trades Due by January 30, 2026
Allowance trades for 2025 compliance with the Mass Emissions Cap and Trade (MECT) and Highly Reactive Volatile Organic Compounds Cap and Trade (HECT) Programs are due by January 30, 2026.
How Do I Submit a Trade?
Trades must be submitted electronically through the State of Texas Environmental Electronic Reporting System (STEERS). Guidance for how to complete trades in STEERS is available on the Emissions Banking and Trading (EBT) Webpage.
The seller’s Authorized Account Representative (AAR) or alternate AAR must certify and submit trade applications. Applications that appear under the STEERS Working Area Records are not submitted and will not be processed.
Allowance trades are processed automatically. STEERS will issue a confirmation letter via email once your trade has been successfully completed and verified by the system.
New Site Owner?
If you are the new owner of a site that is subject to the MECT or HECT Programs, you will need to submit a Change of Ownership application through STEERS. The Change of Ownership application must include a Portfolio Request Form in order to be processed.
What’s Next?
Annual Reports for 2025 compliance with the MECT and HECT Programs are due by March 31, 2026; however, early reporting is encouraged! STEERS is now accepting 2025 MECT and HECT Annual Reports submissions.
