Annual Reports Due by March 31, 2025
Annual Reports for 2024 compliance with the Mass Emissions Cap and Trade (MECT) and Highly Reactive Volatile Organic Compounds Cap and Trade (HECT) Programs are due by March 31, 2025.
Annual reporting is open now and reports can be submitted through the State of Texas Environmental Electronic Reporting System (STEERS). To beat the rush, early reporting is highly encouraged!
How Do I Submit a Report?
Submit reports electronically through STEERS. Guidance on how to complete annual reports in STEERS is available on the Emissions Banking and Trading (EBT) Webpage.
The site’s Authorized Account Representative (AAR) or alternate AAR must certify the report. Reports that appear under the STEERS Working Area Records are not submitted and will not be processed. A confirmation e-mail will be sent once the report has been successfully submitted.
Where Can I Find Resources to Complete My Report?
Visit the MECT Webpage or HECT Webpage for tools to assist with annual report completion. These tools include supporting documentation checklists, calculation tools, forms, and other supplemental documents.
What If My Contact Information Has Changed?
Before submitting your report, please review your account’s contact information to confirm that it is valid and up to date. Guidance on how to review and update contact information in STEERS is available on the (EBT) Webpage.
