TCEQ staff are participating in the annual Environmental Trade Fair and Conference (ETFC) hosted by the TCEQ, in Austin, May 15-16, 2018. Register for the ETFC. I&HW staff will present on the following topics Tuesday, May 15:

Section Overview & Emerging Issues, Exemptions from I&HW Permitting Requirements, Waste Classification Part I & Part II, RCRA for Land-based Units

Remembering to include these items in your report or application will make the review and approval process smoother.


1.    Complete and submit a Correspondence Cover Sheet (TCEQ-20714) with all Industrial and Hazardous Waste Permit Application and Report Submittals. Download a copy of Correspondence Cover Sheet (TCEQ-20714) from the I&HW Forms and Guidance webpage under Permit Applications.

2.    Include associated permit number and permitted unit names of combustion units in the subject line of combustion reports and plans.

3.    When preparing to submit a New, Renewal, Class 3, or any complex permit application, contact the I&HW staff to schedule a preapplication meeting. This allows for staff and applicant to establish:

  • cooperative dialogue
  • communication preferences
  • regulatory requirements
  • major milestone timelines
  • applicant responsibilities
  • applicant completed checklists 


Section News

I&HW Section is excited to be almost fully staffed. We have recently hired four experienced professionals who are eager to be involved and to add their knowledge and experience to the section. Their involvement helps us maintain good customer service.

Rule Making

I&HW will begin the internal process for the RCRA rulemaking, including the Hazardous Waste Generator Rule Improvements regulations, this summer. Rulemaking will take at least 12-18 months for completion. We anticipate receiving more public interest for this rulemaking. Check future newsletters for information on how to participate. 



Rulemaking for the coal combustion residuals program is currently in the proposal phase, under Rule Project Number 2017-037-352-WS. The proposed rule is scheduled to be published in the Texas Register July 13, 2018, which will begin the public comment period. The public comment period will continue for 31 days, and all comments must be received by August 13, 2018. If you would like to participate in the public comment period, please visit the commission’s website: https://www.tceq.texas.gov/rules/propose_adopt.html and reference the rule project number above.
