Per the federal regulations the went into effect in January 2022,the DESCEND Act requires that all commercial and recreational anglers possess a venting tool or a rigged descending device on their boat while fishing for reef fish in the Gulf of Mexico. The Texas Parks and Wildlife Commission adopted rules inspired by the DESCEND Act at the March 2023 Commission meeting. These new regulations go into effect September 1 for all commercial and recreational anglers fishing in state water. Texas regulations require the use of a venting tool or rigged descending device for reef fish exhibiting signs of barotrauma.
