Notice of Funding Opportunity: Region 2: Texas Wildlife Restoration and Basic Hunter Education- Target Range Grant

The United States Fish & Wildlife Service (USFWS) administers the Wildlife and Sport Fish Restoration Program (WSFR) and is charged to execute The Federal Aid in Wildlife Restoration Act of 1937, 50 Stat. 917 as amended; 16 U.S.C. 669-669k, now known as the Pittman-Robertson Wildlife Restoration Act (PR-WR), [which] was enacted on September 2, 1937, and began functioning July 1, 1938. The purpose of this Act has been to provide funding for wildlife restoration and hunter education projects. Over time the PR-WR was expanded to include the following activities:

  • The Act was amended on October 23, 1970, to include funding for hunter safety programs and the development or the operation and maintenance of firearm and archery ranges;
  • The Act was also amended on May 10, 2019 with the passage of the Target Practice and Marksmanship Training Support Act, Pub. L. 116-17 (16 U.S.C. 669) to facilitate acquiring land for, expanding, or constructing public target ranges, including ranges on Federal land.

The USFWS has issued a Notice of Funding Opportunity to advise state government of the availability of funds for grants from the PR-WR. Texas Parks & Wildlife Department (TPWD) will administer the grant, and pass-through funding to provide grants to state, local governments, non-profits, and commercial entities that want to develop or operate and maintain public firearm and archery ranges consistent with the purposes of the TPWD.

Applicants must match at least 10% of total project costs through documented cash expenditures, donated materials and labor or other pre-approved in-kind activities. Matches based on federal funding sources are not eligible.  TPWD will entertain project proposals ranging from $150,000 to $1,500,000 each.

Texas Parks and Wildlife Commission Awards $3.71 Million in Recreational Trail Grants to Texas Communities

The Texas Parks and Wildlife Commission approved $3.71 million dollars in grants to fund 22 motorized and non-motorized recreational trail-related projects across the state.

The National Recreational Trails Fund (NRTF) funds recreational trail construction, renovation and acquisition. The grants are funded from a portion of the federal gas tax generated by gasoline purchases for off-road motorcycles and four-wheelers. Thirty percent of the total NRTF grants must be earmarked for motorized recreational trails, while another 30 percent must be spent on non-motorized trail projects. The remaining 40 percent is discretionary.

Several projects funded in previous years were completed under budget and four were cancelled, creating an additional $700,000 available for re-allocation this year.  The Texas Parks and Wildlife Department has been utilizing the re-allocated funds for trail improvement projects in state parks. The result is a total of $4.37 million dollars in federal funding available to fund eligible trail construction projects.
