The Texas Department of Insurance has adopted changes to the Basic Manual of Rules, Rates, and Forms for the Writing of Title Insurance in the State of Texas and to the Texas Title Insurance Statistical Plan. Changes to the Basic Manual are effective November 1, 2024. Changes to the Statistical Plan are effective January 1, 2025.

The adopted rule is the same as the proposal published in the May 31, 2024, issue of the Texas Register. It is consistent with the order TDI issued on December 21, 2023. That order approved items the Texas Land Title Association (TLTA) asked for and TDI staff then submitted for rulemaking.
