Upcoming changes to windstorm procedures

The Texas Department of Insurance (TDI) adopts changes that implement parts of House Bill 3564, which passed in 2021, and eliminates TDI’s authority to rescind certificates of compliance.

The changes require AQIs and professional engineers to use TDI’s windstorm system to submit these forms:

  • Form WPI-1 – Application for windstorm inspection certificate of compliance.
  • Form WPI-2 – Inspection verification.
  • Form WPI-2E – Application for certificate of compliance.

Beginning Jan. 23, 2023, TDI will not accept these forms if you don’t submit them through TDI’s windstorm system, unless the system isn’t working.

Email supporting documents for form WPI-2E to windstorm@tdi.texas.gov.

For help with your windstorm system login, email engineering@tdi.texas.gov.

The changes to the Texas Administrative Code will be published in the Jan. 20 issue of the Texas Register.

A copy of the adoption order will be posted on TDI’s website.
