JS26 Participant List Deadline Reminder: RMTS
As a reminder, the federal fiscal year 2026 (FFY26) fourth quarter, July-September 2026 (JS26) Participant List (PL) closing date is June 15, 2026, for Local Education Agencies (LEAs), Early Childhood Intervention (ECI), Local Health Departments (LHD), and Mental Health/Intellectual Disability (MH-IDD) entities.
RMTS Contact Responsibilities
The Random Moment Time Study (RMTS) Contact is responsible for updating and certifying the PL prior to the closing date. Each entity’s primary RMTS Contact is responsible for updating the calendar and managing and updating all program contacts. Access to the PL is limited to RMTS Contacts who have completed the HHSC required annual training on the RMTS Contact Training website.
IVA System
The PL from the previous vendor has been transferred and carried forward into the current fourth quarter PL in the Interactive Voice Applications (IVA) system. RMTS Contacts must review the PL and ensure all necessary additions, deletions, and updates are entered. If no changes are needed, the PL must still be certified quarterly by selecting the “Certify” button prior to the closing date.
SHARS and MAC Reports
Once the PL closes on June 15, 2026, entities will no longer be able to make changes to the fourth quarter PL for FFY26. Note that for a position to be eligible for inclusion in Medicaid Administrative Claiming (MAC) or the School Health and Related Services (SHARS) cost report, the position must first be included in the PL.
Failure to update or certify the current PL by the deadline will result in the entity being ineligible to participate in the SHARS program for the entirety of FFY26 and in the MAC program for the JS26 quarter.
