Rural Texas Strong Program Year 1 Budget Approved
On April 7, 2026, the Centers for Medicare & Medicaid Services (CMS) approved the Year One (1) budget for Rural Texas Strong. For Year 1, the Health and Human Services Commission (HHSC) is awarded $281,319,360.67.

The Rural Texas Strong (RTS) program is the name of Texas’ program at the Health and Human Services Commission (HHSC) that will implement and distribute the federal Rural Health Transformation (RHT) funding. There are six Rural Texas Strong Initiatives. These initiatives identify how Texas will use RHT funding to invest in rural health care and improve health outcomes for rural Texans.
Stevens Amendment
HHSC is required by CMS to include the Stevens Amendment language below which acknowledges the federal support for the Rural Texas Strong program.
Rural Texas Strong, is supported by CMS of the U.S. Department of Health and Human Services (HHS) as part of a financial assistance award totaling $281,319,360.67 with 100 percent of funding by CMS/HHS.
