Coming Soon: State of Texas Electronic Provider System (STEPS) User Pre-Population for IAMOnline Access
This notification is to inform you of how to gain access to the State of Texas Electronic Provider System (STEPS) being granted by HHSC’s Provider Finance Department. If you are receiving this notification, it is because you are part of the bulk upload of pre-identified individuals who were STAIRS users, prior-directed payment program enrollment participants, and DFPS-contracted providers who submit DFPS cost reports. The bulk upload allows HHSC to expedite access to the system once the STEPS system goes live on Feb. 2, 2026. IAMOnline is a State of Texas identity and access management platform that serves as the single-entry point to STEPS and other HHSC systems. IAMOnline will be the entry point every time a user logs in to STEPS.
Starting on Jan. 22, 2026, and concluding on Jan. 28, 2026, HHSC will begin to pre-populate users into IAMOnline in batches. You will receive a registration email from Okta “noreply@okta.com” containing your registration link. To access STEPS, users must select the IAMOnline registration link within seven calendar days of receiving the email. Ensure your firewall is set to allow email from Okta “noreply@okta.com,” and check your spam/junk mail folder. If the link expires, or you do not receive a link prior to Jan. 28, 2026, you will need to call the Enterprise Service Desk to request a new link (details are listed below under Support and Assistance).
