SB 672 Emergency Operations Plan Summary Reporting

Senate Bill 672, 89th Legislature, Regular Session, which went into effect on Sept. 1, 2025, requires hospitals with an emergency department or that regularly provide emergency services to submit to HHSC a summary of their patient diversion plan for cyber-attacks or power outages per Texas Health and Safety Code Section 311.025.

Hospitals must submit these plans to Health Facility Compliance at INFOHFLC@hhs.texas.gov with the subject line “SB 672 Emergency Operations Plan Summary Submission” by Dec. 1, 2025.

On Nov. 19, 2025, HHSC updated the general hospital webpage, special hospital webpage, and limited services rural hospital webpage to include instructions on submitting these plans to HHSC.
