HB 742 and HB 754 Human Trafficking Signs
House Bill 742, 89th Legislature, Regular Session and House Bill, 89th Legislature, Regular Session, which went into effect on Sept. 1, 2025, requires HHSC to update the human trafficking signage for ambulatory surgical centers, birthing centers, freestanding emergency medical care facilities, and general and special hospitals as required by THSC Chapter 328, THSC 254.161, and THSC 241.011.
HHSC is updating the human trafficking signs and anticipates publishing them in early 2026. Once the materials are available, HHSC will notify providers via GovDelivery. HHSC will not enforce THSC Chapter 328, THSC 254.161, and THSC 241.011 or investigate complaints about providers not displaying updated human trafficking signs until the materials are published and accessible to providers.
If you have questions about the changes, email HCR_PRU@hhs.texas.gov.
