STAIRS will transition to a New System – STEPS – in Early 2026
HHSC will switch to a new reporting system for Medicaid cost reports and Directed Payment Program enrollments starting in early 2026. The new system, State of Texas Electronic Provider System (STEPS), will update and simplify the cost reporting and enrollment processes. The current system, the State of Texas Automated Information Reporting System (STAIRS), will remain in use until the transition is complete.
Reporting Information and Resources
- STEPS will replace the current STAIRS cost reporting system in early 2026.
- HHSC will provide updates on a regular basis, at least monthly, throughout the transition to the new system. These updates will include a frequently asked questions (FAQ) document. The first version of the FAQ will be published on Sept. 2, 2025, to address anticipated questions, and will be updated as new information becomes available.
Questions
Any additional questions not answered in the FAQ can be submitted through the online questions and feedback portal. These questions will not receive a direct response but will help guide updates to the FAQ.
