GLO PLANNING STUDIES SURVEY FOR MIT FUNDING - COMMUNITY INPUT REQUEST
The GLO is compiling a list of planning study topics for areas that received a presidential disaster declaration resulting from the 2015 Floods, the 2016 Floods, and Hurricane Harvey. The GLO will concentrate on regional approaches in addition to specific local solutions to promote sound long-term recovery. Please complete the following survey to help the GLO learn more about how your area was impacted, long-term goals, and what type of planning studies will assist your area in achieving those goals.
*Please note that GLO is only accepting responses from elected officials representing areas that received a presidential disaster declaration, as outlined in the Mitigation Action Plan. This survey is not intended for the general public.

GUIDANCE ON E-BIDS FOR PROCUREMENT
How to navigate CDBG-DR & CDBG-MIT grant procurements in the COVID-19 environment
The Texas General Land Office Community Development and Revitalization division (GLO-CDR) is issuing guidance to existing and future subrecipients on conducting Sealed Bid procurements on an electronic platform. Subrecipients have requested guidance on implementing an electronic solicitation process to continue with disaster recovery efforts in their communities. The guidance provided takes into consideration Governor Abbott’s Executive Orders to Mitigate Spread of COVID-19 in Texas.
Currently, the HUD Exchange website does not include guidance for conducting electronic procurement solicitations. To meet the needs of our existing and future subrecipients, the suggested guidelines that follow are based on performing a crosswalk between sealed bid federal procurement criteria and suggested “virtual” steps that would support the actions taken that would still allow an e-Sealed Bid solicitation to comply with federal requirements.
The Texas General Land Office is providing guidelines to help our local partners navigate the process for conducting procurements on an electronic platform.

Homeowner Reimbursement Program
$100 Million
SUMMARY: State-administered reimbursement program for homeowners who used their personal savings or incurred personal debt to repair their homes that were damaged by Hurricane Harvey.
THIS PROGRAM SERVES: Texas homeowners who have conducted repairs to their homes.
Reimbursements Administered: $71,256,958

Local Infrastructure
$413 Million
SUMMARY: Funds local government projects to repair local infrastructure damaged by Hurricane Harvey. Can be used to match FEMA Hazard Mitigation Grant Program (HMGP) infrastructure projects funds.
THIS PROGRAM SERVES: City and County Governments in federally declared counties with Hurricane Harvey damage to local infrastructure.
Applications are being APPROVED every day by the GLO.

Local Buyouts and Acquisitions
$275 Million
SUMMARY: Funds local government projects applications to buyout or acquire homes damaged by Hurricane Harvey. Can be used to match FEMA Hazard Mitigation Grant Program (HMGP) buyout project funds.
THIS PROGRAM SERVES: City and County governments in federally declared counties with real property buyout or acquisition needs.
Applications are being APPROVED every day by the GLO.

Affordable Multi-Family Rental Program
$450 Million
SUMMARY: State-administered program that took applications from rental property owners for properties damaged by Hurricane Harvey to rehabilitate, reconstruct or newly construct affordable rental housing.
THIS PROGRAM SERVES: Local rental property owners that own and rent out at least 8 units to replace units lost due to Hurricane Harvey.
Units are currently under construction.
- Number of Multifamily Projects currently under construction = 57
- Number of units to be repaired with 82 Multifamily developments being processed currently = 5,928

Number of funds that have been allocated to rehab, reconstruct or build the 5,928 new units = $587,761,38

Texas Back in Business (TBIB) Program
$100 Million
SUMMARY: State-administered revitalization program that will provide financing to local small businesses impacted by Hurricane Harvey in deferred forgivable loans for job creation or retention of LMI employees.
THIS PROGRAM SERVES: Local small businesses that experienced economic losses and damage from Hurricane Harvey.
Program launch was announced on December 2, 2019.
GLO closed the application on March 2, 2020.

Upon accomplishing the program requirements, the deferred forgivable loan may be forgiven.
