2023 A-F Accountability Ratings Release Update
Texas’ 15th Court of Appeals has ruled on April 3, 2025, that TEA is able to release 2023 accountability ratings. A second lawsuit blocking the issuance of 2024 ratings remains ongoing.
The 2023 district-level and campus ratings will be available to school systems in the TEA Login (TEAL) Accountability application on Thursday, April 17, 2025, and publicly available and accessible on TXschools.gov Thursday, April 24, 2025.
Accountability Rating System Manual for 2025 is Finalized and Available
The rules for 2025 accountability are re-adoption of the rules previously adopted and communicated in the 2024 manual and as such there are no changes to the accountability manual for 2025 A–F accountability ratings. The published manual is available on the 2025 Accountability Manual website.
Information about 19 TAC §97.1002 (which establishes that the annual accountability appeals window and due date) will be communicated on the date preliminary accountability ratings are published in TEA Login (TEAL) Accountability application.
CCMR Tracker
CCMR Tracker Part I is released into TEA Login (TEAL) Accountability. Part I includes:
- CCMR indicators submitted through PEIMS through the 2023-24 school year
- OnRamps and TSIA results through the 2023-24 school year, and
- SAT, ACT, AP, IB and level I/II certificate results through the 2022–23 school year
Keep in mind that any results achieved in the 2024-25 school year will NOT be visible in the CCMR Tracker as these results have not yet been reported through PEIMS. Additionally, indicators reported upon or after graduation (IEP and workforce readiness graduates, special education graduates with an advanced diploma plan, and military enlistment) do not appear in the CCMR Tracker.
New this year is the IBC and Aligned Program of Study download, which includes the IBC(s) earned by each student, all aligned programs of study for each IBC, as well as the student’s CTE status in each program of study.
TEA has published a Methodology and Sources document to assist with CCMR Tracker Part I and more information about the CCMR Tracker Part I can be found on the TAA Letters page.
Defense Department Form 4 (DDF4) Upload
If not all DDF4 information was correctly submitted by the April 4 deadline, LEAs will have the opportunity to make corrections to military enlistment data when the 2025 CCMR Verifier opens in the TEA Login (TEAL) accountability application during Summer 2025.
2025-26 Preliminary Course Code Change
Plan to make the appropriate changes as needed for your CTE courses undergoing an SBOE update. See the attached documentation with the crosswalk of deleted, added, and revised changes.

IMRA Cycle 2026 CTE Feedback
|
The Instructional Materials Review and Approval (IMRA) quality rubric for CTE will be used to evaluate instructional materials beginning in the summer of 2026.
IMRA quality rubrics support Texas districts in identifying high-quality instructional materials (HQIM) in CTE to ensure all students have access to rigorous content and instruction.
Draft Career and Technical Education 6–12 Quality Rubric
Feedback can be provided through multiple avenues:
PEIMS Summer Submission Preparation
Initial PEIMS Summer Submission is not due until June 20, 2025. However, LEAs are strongly encouraged to begin preparing for submission now to allow for time to upload and review the accuracy of the data submission. Below is a sample timeline for Summer Submission, published by TEA.
By April 25 - Complete data collection and entry of first semester course completion data, IBCs, and associate degrees earned during the first semester.
Campuses complete review and correction of first phase of data in the SIS. The LEA PEIMS Coordinator can then begin to promote the data and begin to resolve Fatal edits, review all warnings, and run reports in TSDS for the campus to review.
No June 15 – The LEA PEIMS Coordinator completes resolution of all possible SIS data discrepancies through ongoing communication with each campus which then allows for review of all warnings, resolution of all Fatal edits, and report production for review and sign-off by LEA leadership before the PEIMS Summer Submission deadline on June 20, 2025.
LEA verification of PEIMS data prior to each final submission is an essential step that helps both the district and the local system vendor ensure the data entered accurately reflects LEA performance. The accepted data in the PEIMS system as of each final deadline are used by numerous programs across TEA, including calculating and reporting state and federal accountability outcomes. Data submitted through working collections are not used for accountability purposes. Additional assistance for PEIMS submissions is available from your supporting Education Service Center (ESC) or TEA by accessing the TSDS Incident Management System (TIMS).

2024-2025 CTE & CCMR Leader Meetings
Navigating Texas PEIMS: Mastering CCMR & TSDS Reports for CCMR Success
This year we gathered feedback on potential workshops. CTE, CCMR, and PEIMS was a big area of focus so we hope you will join us for the Navigating Texas PEIMS: Mastering CCMR & TSDS Reports for CCMR Success on May 6 from 9:00 AM - 2:00 PM at ESC Region 11.
This in-depth workshop focuses on accurately entering PEIMS data for CCMR Accountability and how to effectively disaggregate data from TSDS reports to guide future CTE planning. In this session, participants will gain a comprehensive understanding of the essential PEIMS data fields specific to CCMR, including how to ensure accuracy and compliance. We will dive into best practices for entering and verifying data, as well as explore strategies for utilizing TSDS reports to break down and analyze key performance indicators. This session is most valuable when attended with CTE, CCMR, PEIMS, and other district members in charge of data. By collaborating with your team, you will enhance your ability to make data-driven decisions and create a unified approach to CCMR planning.
