Department of Defense Military Enlistment Data
TEA will use the new military enlistment data from the DMDC to support accurate and consistent reporting of military enlistment as part of the CCMR accountability measures beginning with 2026 accountability for 2025 graduates and non-graduating 12th-graders.
Districts will have an opportunity to verify their local records against the DOD’s DMDC enlistment data using the CCMR Verifier and provide a DD Form 4 “Enlistment/Reenlistment Document-Armed Forces of the United States,” if necessary.
TEA will also use the data to determine entitlements for CCMR Outcome Bonuses. Additionally, the data will be used to evaluate programmatic offerings that support student readiness, including career and technical education programs.
For 2025 Accountability (2024 graduates and non-graduating 12th graders), the process of submitting the DD Form 4 documentation will continue. Districts will submit the completed DD Form 4 via a secure upload process, as was done in 2024 accountability for 2023 graduates and non-graduating 12th graders.
Public Comment Period for Proposed New CTE TEKS
At the November 2024 meeting, the State Board of Education (SBOE) approved for first reading and filing authorization proposed new TEKS for a set of state-approved innovative courses in the following CTE career clusters: agriculture, food, and natural resources; business, marketing, and finance; health science; hospitality and tourism; information technology; and law and public service. The SBOE is scheduled to consider the proposed new TEKS for second reading and final adoption at the January 2025 meeting. We anticipate the Public Comment period for the IBC Evaluation Criteria and Process will open in January. The proposed evaluation criteria will be similar to the past iteration with a few changes. Once TEA reviews feedback, it will post the finalized evaluation online and thereafter certifying entities may submit IBCs for evaluation.
Important Clarification: Application Process College Preparatory Course Approval
From TEA Advanced Academics:
"Please be advised that the responsibility to apply for approval to offer college preparatory courses that count toward College, Career, and Military Readiness (CCMR) credit in the public school accountability system lies with the college preparatory course providers, such as Institutions of Higher Education (IHE) or Education Service Centers.
School districts may not apply for approval on behalf of their course providers.
Providers must submit their own application, including necessary data, Memorandums of Understanding (MOUs), and syllabi, to TEA by the application deadline of January 31, 2025, by 5 p.m. CST.
School District Responsibilities
Inform and Communicate with Partners
- Notify existing college preparatory course providers about the changes in accountability requirements.
- Ensure providers understand the implications of not being on the approved TEA list, including the impact on CCMR credit for students and the district’s accountability ratings.
- Provide clear guidance and timelines for partners to apply for approval by the January 31, 2025, deadline.
Evaluate and Support Partnerships
- Review current partnerships with institutions of higher education (IHEs) to confirm their willingness to comply with the TEA approval process.
- Support providers by sharing information, such as course data and district-specific needs, to help them prepare their applications."

2025-26 FAFSA is Live
A successful beta testing period resulted in participants reporting a smooth experience. The majority of users, 96%, rated the FAFSA experience four or five stars, with 80% giving it a perfect five-star rating. Additionally, call center hold times remained under one minute, with no calls being throttled, and an abandonment rate under 0.1%.
The U.S. Department of Education is ready for students and families to complete at fafsa.gov.

In addition to normal operating hours, found on StudentAid.gov, students and families will have access to FAFSA-only hours at the contact center that include evenings and weekends.
The expanded hours begin Nov. 22, 2024 and will extend through Mar. 2, 2025. Students and families can reach agents at the contact center in English or in Spanish. Interpretation services in additional languages can be accessed here at StudentAid.gov.

In several recent meetings, we have heard from districts whose families are concerned about completing FAFSA applications. The National College Attainment Network has released guidance on talking with mixed-status families. That guidance can be found here. Additionally, the President's Alliance has created a guidance document for counselors to use as they talk with families about whether or not it is safe to fill out the FAFSA. That guidance can be found here.
TASFA is Open
On December 2nd, the Texas Higher Education Coordinating Board launched the TASFA application. The application can be found here in both online and paper formats. Additionally, FAFSA and TASFA data should become available in your Apply Texas Counselor Suite as students start completing their financial aid application.
Early Educators Credit Pathways Support
Clear pathways through higher education can support new and current early childhood educators interested in providing high-quality care for children. As part of Texas’ Preschool Development Grant Birth Through 5 (PDG B-5) work, Texas Workforce Commission (TWC) is working with other state agencies on a model that builds a pipeline of qualified early childhood professionals through multiple pathways into child care and public schools. In this model, early childhood educators also get opportunities to grow their education and careers into other early childhood fields.
One piece of the PDG B-5 workforce pipeline is supporting credit for prior learning between educational programs through Early Educators Credit Pathways Support. Early Educators Credit Pathways Support is funding from TWC for public Institutions of Higher Education (IHEs) to create and define clear credit pathways in the Early Childhood field. One of the five ways that IHEs can use awarded funding is to support a dual-credit course development with an LEA so that students earn course credit towards both their high school and IHE credential/degree. If you have an IHE partner with whom you believe may be interested, please share this opportunity with them.
