Several Commissioner of Education rules and a critical dyslexia State Board of Education (SBOE) rule were revised and became effective this summer. Make sure to review all of the revised rules referenced.

Final Publication of the 2024-2025 Student Attendance and Accounting Handbook is pending. The public comment period has ended, and TEA is revising language based on public feedback and the plethora of rule changes. Click below to download the change document, but this will not have all the finalized language yet. Items of note to review before finalization:
- Homebound language changes
- 0-2 Homebound services for DHH/VI eligible students
- Instructional Arrangement coding and TSDS language changes for students with Speech Impairment and related services
- Language updates to shift PPCD to ECSE

The final 2024 Accountability Manual is now available. Chapters 1-12 have been adopted. The Summary of Changes document explains the changes that were made from the proposed manual (posted in February) and the final, adopted manual. These changes reflect public comment.
NEW! What data will TEA collect to monitor effectiveness of accelerated instruction?
Beginning from the 2024-2025 school year, TEA will collect data elements such as subjects, participation methods, and completion hours through the PEIMS Summer Submission process. Additional updates to the Accelerated Instruction Frequently Asked Question (FAQ) document were added on July 8, 2024 focusing on the HB 1416 Ratio Waiver List.
The new Special Education cyclical monitoring and Dyslexia program monitoring schedule is now posted on TEA’s Differentiated Monitoring and Support (DMS) website.
ESC-20 Statewide Special Education Liaisons have developed a virtual series designed specifically for Campus Administrators to learn more about creating successful school programs that meet the needs of students with disabilities. Campus Administrators Making Progress for Students in Special Education (SPED C.A.M.P.) features 9 one-hour virtual sessions to be delivered from ESC-20 experts.
Register to participate LIVE from 1:30 pm - 2:30 pm on the dates listed below, or plan to watch the virtual recording emailed to you after the session is completed.
Join SPED C.A.M.P at any point throughout the school year and have access to all recorded sessions and handouts.
Please NOTE: After you complete your registration you will receive a registration confirmation via email that contains the ZOOM link to view the virtual sessions AND a link to a Google folder for access to download the handouts and view the recorded sessions afterwards.

- Introduce the ABCs of IEP Reviews checklist to assist your LEA in identifying areas of noncompliance as you prepare for a TEA comprehensive desk review, and/or
- Develop a systematic process to build capacity within your LEA to create and maintain student IEP folders that are compliant and use best practices to improve outcomes for students receiving special education service
Intended Audience: Special Education Director, Special Education Leadership Team Members, ARD Facilitators, Diagnosticians, LEA Transition Coordinator, LEA Behavior Coordinators, LSSPs, and staff members involved in reviewing/auditing IEP folders.
In an effort to make dance accessible to all, Ballet San Antonio is providing a film version of their 2021 performance of The Nutcracker, free of charge to ALL Texas Schools. Students will be able to experience the magic of The Nutcracker right from the classroom.

Our Valero Sensory Friendly performance, is danced by the professional dancers of Ballet San Antonio and is specifically designed for individuals with sensory sensitivities. Due to the incredible generosity of our sponsors, this performance is free to attend, but tickets are required.
The resources in this collection assist administrators with:
- navigating complex legal requirements and the admission, review, and dismissal (ARD) process,
- implementing evidence-based instructional strategies,
- establishing robust student support systems, and
- fostering meaningful partnerships between schools and families.
These resources provide the knowledge needed to support teachers and students who have or are suspected of having a disability. Administrators will not only understand their legal obligations under the Individuals with Disabilities Education Act (IDEA) but will be able to effectively implement policies, practices, and school-wide systems that promote equity and foster the academic and social success of every student.
