Updated Educator Production Dashboards
The Educator Production dashboards that are maintained by the Educator Data, Research and Strategy team have now been updated to reflect the numbers of educators who were issued a standard certificate during the 2022-2023 academic year. These data include a person-level dashboard as well as a certificate-level dashboard. We provide both views because teachers may receive multiple certificates when being initially certified, and the different dashboards are useful in addressing different questions.

Understanding Trends in Teacher Retention by Preparation Route and Pathway to Teaching
The Teacher Attrition and Retention reports that are maintained by the Educator Data, Research and Strategy team provide information on rates of teacher persistence through certification, hiring, and continued employment. These data provide information on several topics, including: 1) Teacher Retention by Pathway to First Year of Teaching 2) Teacher Retention by Preparation Route Each report is useful to answer a specific set of questions.
The Teacher Retention by Pathway to First Year of Teaching report (updated in October 2023) is best suited to answer questions such as
- How many individuals without a Texas certification began their first year of teaching in a Texas public school in the 2021-2022 school year? 8,165 individuals without a Texas certification began their first year of teaching in a Texas public school in 2021-2022.
- How many of these individuals remained teaching in a Texas public school in the 2022-2023 school year? Of these 8,165 individuals, 76.6% (6,257) remained teaching in a Texas public school in 2022-2023.
The Teacher Retention by Preparation Route report (updated in March 2023) is best suited to answer questions such as:
- How many first-year teachers obtained their initial standard certification through an undergraduate preparation route and began teaching in a Texas public school in the 2021-2022 school year? 8,062 first-year teachers began teaching in 2021-2022.
- What percentage of these teachers remained employed as a teacher in a Texas public school in the 2022-2023 school year? 92.2% of these teachers (7,342) remained employed as a teacher in a Texas public school in the 2022-2023 school year.

The following State Board for Educator Certification (SBEC) proposed rules were filed with the Texas Register on Monday, December 18, 2023, for publication in the December 29, 2023 issue:
Proposed Repeal of and New 19 TAC Chapter 228, Requirements for Educator Preparation Programs Summary: The proposed repeal of and new 19 Texas Administrative Code (TAC) Chapter 228 would reorganize the chapter to allow for improved readability; would implement legislation; and would include technical updates to remove outdated provisions; would incorporate components of the Effective Preparation Framework and provisions specific to the Residency Certificate; and would reflect stakeholder feedback to further strengthen the rules. Public Comment Period: December 29, 2023–January 29, 2024. A form for submitting public comments is available on the proposed SBEC rules web page. The SBEC will also take registered oral and written comments on the proposal at the February 16, 2024 meeting in accordance with the SBEC board operating policies and procedures. Proposed Revisions to 19 TAC Chapter 230, Professional Educator Preparation and Certification, Subchapter A, General Provisions, Subchapter C, Assessment of Educators, Subchapter D, Types and Classes of Certificates Issued, and Subchapter G, Certificate Issuance Procedures Summary: The proposed revisions would redefine pilot exam; specify the timeline by which a passing score on a certification exam can be used for certification purposes; decrease the number of days to request a test limit waiver after an unsuccessful examination attempt; update the figure specifying the required pedagogy and content pedagogy certification exams for issuance of the probationary or standard certificate; remove certificate categories and examinations that are no longer operational; establish an Enhanced Standard certificate and fees for the proposed teacher residency preparation route specified in proposed new 19 TAC Chapter 228, Requirements for Educator Preparation Programs; and update the list of ineligible certification by examination certificates to include the proposed new Deafblind: Early Childhood-Grade 12 certificate. The proposed revisions would also include technical edits to comply with Texas Register formatting and style requirements.. Public Comment Period: December 29, 2023–January 29, 2024. Proposed Amendments to 19 TAC Chapter 233, Categories of Classroom Teaching Certificates Summary: The proposed amendment to 19 TAC §233.2, Early Childhood; Core Subjects, would add five new core subjects-related certificates, and the proposed amendment to 19 TAC §233.8, Special Education, would add a new Bilingual Special Education Supplemental certificate. Proposed Amendment to 19 TAC Chapter 239, Student Services Certificates, Subchapter A, School Counselor Certificate, §239.20, Requirements for the Issuance of the Standard School Counselor Certificate Summary: The proposed amendment would implement the statutory requirement of Senate Bill (SB) 798, 88th Texas Legislature, Regular Session, 2023, and would update the certificate issuance rules to remove the requirement that an individual must have two years of classroom teaching experience to receive a school counselor certificate.
