ERS is seeking an Investment Accounting & Cash Processing Accountant to perform moderate to complex journey-level accounting work in the Finance Division. Work is performed under general supervision of the Investment Accounting & Cash Processing Supervisor with limited to moderate latitude for the use of initiative and independent judgment.
Essential Responsibilities include, but are not limited to:
- Classifies and records cash receipts into general ledger via computer entry.
- Prepares daily deposits delivered to the Comptroller of Public Accounts.
- Prepares USAS vouchers, general ledger journals, and wiring instructions for the transfers of money between Texas State Treasury and the custodian.
- Processes warrant cancellations, returned checks, and benefit payment warrants.
- Maintains non-depositable items log, and resolves issues with outstanding items.
- Provides directives to the custodian to record unit activities in the unitization pools.
- Provides Investments Division the forecast on cash receipts and disbursements associated with the pension contributions, annuity payroll, insurance premium contributions, and insurance claim payments.
- Assists Customer Benefits Division in working the daily exception report.
- Assists with monthly reconciliation of investment cash settlements from Eagle STAR investment accounting system to the master custodian system.
- Assists Financial Reporting team to prepare Annual Comprehensive Financial Report.
- Attends work regularly in accordance with agency leave and attendance policies.
- Complies with all applicable agency policies and procedures, including safety and standards of conduct.
- Under management supervision, may train others for backup purposes.
- Performs other duties as assigned.
Accountant IV additional duties:
- Performs daily and monthly reconciliation of investment transactions and net asset values from PeopleSoft general ledger and the Eagle STAR investment accounting system to the master custodian system.
- Assists in settling the cash settlements from Eagle STAR investment accounting system to the master custodian system.
- Assists in analyzing functional requirements and provide feedback for improvements to the Software systems.
Required Minimum Qualifications
Your application for employment must reflect how you meet each of the following minimum qualifications:
- Graduation from an accredited four-year college or university with major course work in accounting, business administration, finance, or a related field. Each year of additional work experience can substitute for one year (30 semester hours) of college credit.
- Three (3) to four (4) years (depending on classification level) of experience in accounting, including experience in automated accounting systems and financial reporting.
Preferred Qualifications
Your application for employment should reflect how you meet the following preferred qualifications:
- Experience in account reconciliation, unitization, and investment accounting.
- Experience with PeopleSoft Financials and/or Centralized Accounting and Payroll/Personnel System (CAPPS).
- Developing, documenting, and updating standard operating procedures (SOPs) to ensure consistency, compliance, and efficiency in processes.
- Proficiency in the use of spreadsheet and word processing software (e.g., Microsoft Excel and Word).
