ERS is seeking a Staff Investments Analyst to perform routine (journey-level) fundamental investment research and analysis work. Work involves conducting research and analysis regarding the investment of both defined benefit and defined contribution assets, as well as supporting the formation and implementation of policies and procedures within the Investments Division. Work is performed under moderate to limited supervision of the Investments Chief of Staff, with limited latitude for the use of initiative and independent judgment.
Essential Functions
- Performs ongoing evaluation and oversight of the investment products available within the Texa$aver 401(k) and 457 plans as part of the Texa$aver Product Review Committee (PRC).
- Facilitates and supports investment initiatives between the Investments division and Group Benefits division within the Texa$aver program.
- Generates and analyzes reports using data from Morningstar Direct, CEM Benchmarking, Plan Third-Party Administrator, and other information sources.
- Maintains documentation and analysis supporting PRC investment recommendations under the direction of the Chief of Staff. This includes the creation and maintenance of quantitative analysis, qualitative analysis, meeting records, diligence documents, and decision memos.
- Provides analysis related to the Investments Stewardship program in maintaining high fiduciary standards and ensuring compliance with applicable laws, regulations, and guidelines.
- Conducts essential functions related to the ERS Proxy Voting Program including the maintenance and implementation of ERS Proxy Voting Guidelines in order to fulfill the ERS Proxy Voting Policy.
- Supports the formation and implementation of other stewardship responsibilities, including Scrutinized Investments and Restricted List(s).
- Works collaboratively with senior Investments Division staff in the development and delivery of strategic communications, including materials for the ERS Board of Trustees and Investment Advisory Committee.
- Works collaboratively with the Investments Chief of Staff, Deputy Chief Investment Officer, and Chief Investment Officer on investment-related projects and policy implementation.
- Travels to conferences to network with peers and obtain knowledge about defined contribution plan investments, investment stewardship, and other topics.
- Complies with all applicable agency policies and procedures, including the Code of Ethics in the ERS Investment Policy and the Standards of Professional Conduct for the Investments Division as set forth in the Investment Implementation Plan.
Required Minimum Qualifications
Your application for employment must reflect how you meet each of the following minimum qualifications:
- Graduation from an accredited four-year college or university with a major in finance, business administration, economics, or a related field. Each year of qualifying work experience over the minimum required may be substituted for one year (30 semester hours) of required college credit.
- One (1) year of experience at a pension fund, sovereign wealth fund, endowment, or other asset owner institution performing investment analysis including the evaluation of investment products.
- One (1) year of experience using MS Office (Excel, Word and PowerPoint) to produce work products. Qualifying experience must include creating and editing charts; creating diligence memos, meeting minutes and board materials; creating and/or editing presentations for internal and/or external audiences.
Preferred Qualifications

- Experience with defined contribution plan investments, including fund selection and analysis.
- Experience using Morningstar Direct and ProxyExchange.
- Experience supporting a proxy voting program.
