Web Administrator

Essential Functions

The Employees Retirement System (ERS) supports State employees who have dedicated their career to supporting Texas!  Our Benefits Communications division is seeking an experienced Web Administrator to perform complex web design and development work, manage the web content management system, track web usage and act as the agency’s Website Accessibility Coordinator. Work involves developing, editing, organizing, and loading online content, including text, graphics, and applications to support ERS operations. The Web Administrator works with multiple parties across ERS divisions.

Essential Functions includes, but is not limited to

  • Manages the ERS website development and content updates. Assists/trains other users on these tasks.
  • Designs, develops, posts, maintains, and updates web content and applications to support ERS operations and educational activities, including graphics, text and tables.
  • Determines operational, technical, and support requirements for operation and maintenance of internal and external websites. Works with web server and web development teams as needed.
  • Works with ERS’ Information Systems Division to develop web requirements, prepare statement of work and requests for proposals, review RFP responses, and implement a new website content management system, web platform, and other software and/or website-related systems.
  • Monitors and debugs website issues.
  • Maintains responsive design.
  • Manages search engine optimization.
  • Leads the Website Governance Committee and coordinates internal cross-divisional workgroups to analyze and improve website content.
  • Tracks, reports and analyzes website usage using web tracking tools. Run analytics on site and address issues.
  • Trains others on website content management administration.
  • Serves as the agency’s web content accessibility subject matter expert.
    • Works with participating vendors and oversight entities for compliance with accessibility guidelines.
    • Works with ERS staff and provides website accessibility compliance and oversight training. Reviews web requirements in benefit vendors’ Requests for Proposals (RFPs) and RFP responses as needed.
    • Monitors GBP plan websites for accessibility compliance.
    • Ensures the ERS website is compliant with website accessibility regulations.
  • Works with internal auditors to perform web-related audits.
    • Works with website auditors to identify and find solutions to reported issues.
    • Advise management on all web-related findings and recommends solutions.
    • Organizes work groups to address issues.
    • Updates the website as appropriate and provides updates to management throughout the process.

As a Web Administrator III:

  • Evaluate code to ensure that it is valid; is properly structured; meets industry standards; and is compatible with browsers, devices, or operating systems.
  • Confers with management, advises on the status and progress of projects and processes and makes recommendations for improvements.
  • Assigns the work of website support staff.

Required Minimum Qualifications

Your application for employment must reflect how you meet each of the following minimum qualifications:

  1. Graduation from a two-year college with major course work or certification in web design and development (Each year of related experience over the required minimum may be substituted for required college credit).
  2. Three (3) - five (5) years (depending on classification level) of recent experience as web administrator or graphic designer.
  3. One (1) - two (2) years of experience communicating complex information via web or mobile platforms.
  4. One (1) – two (2) years of experience with HTML, CSS and JavaScript coding ability.
  5. One (1) – two (2) years of experience with accessibility guidelines and oversight.

Preferred Qualifications

    6.   Experience with using SharePoint.

    7.   Experience in writing and evaluating code to ensure it is valid and properly structured.

    8.   Experience with migration of websites, responsive design and working with web server  and development teams.

    9.   Experience contracting with and overseeing external consultants.

   10.  Professional experience in graphic arts and/or web design and graphic arts production and Adobe Creative Suite software (InDesign, Photoshop, and Illustrator,) photography and video production.
