Communications Specialist

The Employees Retirement System of Texas (ERS) supports state employees who have dedicated their careers to supporting Texas. The Benefits Communications (BCOM) Division is seeking an experienced Communications Specialist to perform highly complex (senior-level) informational and educational work as part of our editorial and events teams. This position requires reliable work attendance, which includes extensive travel with extended periods away from home, with up to 50% travel at certain times of the year. Work involves creating presentations, giving small- and large-group presentations and webinars, regular writing and editing assignments, leading projects and working as a part of a team to create the ERS events schedule.

 

We are looking for someone who is dependable and responsible; has professional writing, editing and public speaking skills; and can prioritize assignments to meet tight deadlines with quality work. In addition, this person must be able to work well within a team environment, maintain respectful communications and work harmoniously with coworkers, internal and external customers and supervisors.

Essential Functions include, but are not limited to:

  • Organizes and conducts benefits program information sessions for ERS members and retirees, human resources professionals and other ERS stakeholders. Information formats will include, but are not limited to: webinars; in-person presentations to large and small groups; one-on-one interactions at event/conference booths; and appearances in videos.
    • Makes recommendations to supervisors on what events and presentations ERS should attend/conduct.
    • Projects a positive and professional image at all times when representing ERS.
    • Ensures content and delivery are appropriate for the audience, and are accurate, professional, engaging and effective.
  • Writes and edits training/presentation materials and marketing pieces including handouts, articles, special features and other print/web pieces.
    • Develops and executes a training and communications plan.
    • Produces work that is accurate, grammatically correct, consistent with ERS’ style, and understandable and engaging to the intended audience.
    • Manages the review and approval process, ensuring deadlines are met.
  • Writes video scripts on ERS benefits and related topics.
  • Writes and serves as project team lead for ERS publications.
  • Writes and edits articles, features, training manuals, brochures, fliers, fact sheets and other publications on retirement, insurance and related topics, as needed.
    • Coordinates layout with graphic designers.
    • Serves as a liaison to internal and external printing vendors to obtain pricing quotes and approve printing samples for designated materials, as needed.
  • Serves as subject matter expert for communications about specific benefits programs -- developing strategy and content, and overseeing communications developed both in-house and by external administrators.
    • Reviews and evaluates Request for Proposals (RFP) responses and manages program/administrator implementations including, but not limited to, developing strategy, managing reviews and conducting in-person and online presentations.
    • Creates and manages various project communication timelines.
    • Drafts strategic communications, such as presentations and talking points, on complex and policy-related topics.
    • Writes and edits marketing communications materials such as articles, special features, brochures, fact sheets and other content in a style consistent with organizational standards and appropriate for the target audience.

Required Minimum Qualifications

Your application for employment must reflect how you meet each of the following minimum qualifications:

  1. Graduation from an accredited four-year college or university with a bachelor’s degree. Major course work in marketing, communications, education or a related field is generally preferred. Each year of related experience over the required minimum may be substituted for one year (30 semester hours) of required college credit.
  2. Three (3) years of experience in public speaking, training or teaching.
  3. Two (2) years of professional experience developing, writing and editing communications.
  4. Two (2) years of experience planning events and meetings.
  5. Two (2) years of experience in customer service
  6. One (1) year of project planning.

Preferred Qualifications

Your application for employment should reflect how you meet the following preferred qualifications:

      7.   Bilingual (English/Spanish).

      8.   Experience in publications design, graphic arts and/or graphic arts production.

      9.   Experience in employee benefits such as health insurance and retirement, including ERS benefit programs.

Other Information

Special Requirements:

  • Must be able to travel by car (driving oneself) and plane with frequent overnight stays.
  • Must be able to load and lift boxes of materials and equipment weighing up to 50 pounds.
  • Must have a valid Texas driver’s license with good driving record. Texas DPS driving check will be performed on selected candidate.

 

Other Information: Requires up to 50% travel, including overnight stays. Drives and/or flies to other cities within the state. Must be able to reliably attend scheduled events and presentations. Responsible for carrying audio/visual equipment, boxes of publications, laptop computer and other items weighing up to 50 lbs. to be used in seminars and benefit fairs. Texas driver’s license and good driving record is required. Work is generally performed in an office environment. ERS will conduct either a TXDPS or FBI criminal history check on all new hires.
