The importance of data and its impact on effective operations is gaining traction at ERS. Our Data Management Services (DMS) team is responsible for creating and supporting the enterprise data warehouse as well as data quality and data governance agency-wide. Working in collaboration with the Enterprise Data Officer, the DMS team is seeking an experienced Data Warehouse Developer. Come join our team! You will enjoy learning new technologies, interfacing with teams from across the agency including the IT support teams, executive leadership, and business SMEs, as well as, be able to capture and articulate new processes for our team’s data warehouse development.
The ideal candidate will have experience in all aspects of data warehouse design and development. This includes skills in extracting, transforming, and loading (ETL) data and being able to translate business requirements into sound database design. Must be able to manage within project timelines and support the business user community and participate in infrastructure support relative to the data warehouse. Work is performed under minimal supervision of the data management services team lead with considerable to extensive latitude for the use of initiative and independent judgement.
Essential Functions include, but are not limited to:
For both levels
- Works closely with business SMEs to reverse engineer the rules that govern business processes, corresponding data streams, and associated source systems
- Translates business needs into high level technical designs for business intelligence solutions; applies rapid iterative development methodologies as appropriate to ensure the solution keeps pace with business needs; provides clear recommendations to perform in-depth, thorough, and accurate reporting or ad hoc analysis
- Contributes to the long-term vision of the enterprise data warehouse (EDW) by delivering Agile solutions
- Develops efficient ETL to load the Enterprise Data Warehouse and makes timely data available to business users
- Communicates and/or collaborates with agency data consumers to develop data sources that support agency reporting
- Assists in the development and maintenance of documentation; ensures that documentation is well organized, complete, and appropriate for the audience
- Supports the EDW solution should failures occur
- Contributes to and follows best practices established by the governance council and data stewards
- Develops and improves continuous release and testing processes
- Performs advanced data warehouse architectural work including data warehouse design, data modeling, and metadata design; captures processes, procedures and other metadata in documentation
- Performs other duties as assigned
As a Systems Analyst V
- Assists with the design and deployment of centralized data sources for enterprise use
- Contributes ideas towards best practices for daily team operations
- Follows established business intelligence security best practices including those related to HIPAA
As a Systems Analyst VI
- Designs, deploys, and manages standardized, centralized data sources for enterprise use
- Works with the data management services (DMS) team to establish best practices for development, testing, migration and error handling
- Implements and maintains business intelligence security best practices including those related to HIPAA
- Serves as role model for new developers; may plan, assign and/or supervise the work of others
Required Minimum Qualifications
Your application for employment must reflect how you meet each of the following minimum qualifications:
- Bachelor’s degree in computer science, engineering, statistics, economics, finance, library science or related business field; education and experience may be substituted for one another
- Five (5) to six (6) years of hands on experience (dependent on classification level) in data warehouse development
- Two (2) to three (3) years of hands on experience (dependent on classification level) in ETL development, monitoring, and automated processing
- Two (2) to three (3) years of hands on experience (dependent on classification level) moving and manipulating large data sets
- Two (2) to three (3) years of senior level industry experience (dependent on classification level) in health/life insurance, accounting and financials, or investment data related activities
Preferred Qualifications

8. Experience with Team Foundation Server
9. Experience with ERP applications (i.e. PeopleSoft, Workday, etc.)
10. Knowledge of health care claims data
11. Experience with analytic and reporting tools (SSRS, SSAS, Tableau, Power BI, R/Python)
