The Employees Retirement System (ERS) supports state employees who have dedicated their career to supporting Texas! Our Office of Procurement and Contract Oversight (OPCO) is seeking an experienced Purchaser to perform complex to highly complex purchasing work and who bring knowledge of procedures of State of Texas procurement principles and practices. Purchaser III – IV work involves planning, organizing, coordinating and preparing purchase orders and informal specifications, and maintaining purchasing files as per procurement procedures. Work is performed under the general to limited supervision of the Purchasing and HUB Coordination Supervisor and the Contract Oversight Manager with moderate to considerable latitude for the use of initiative and independent judgment.

Essential Functions include, but limited to:
- Reviews requisitions for completeness, compliance, and determines the purchasing method.
- Prepares and distributes informal solicitations and invitations for bid.
- Prepares solicitations documentation and works with end-users to ensure specifications are accurately identified.
- Reviews and tabulates informal bids.
- Processes purchase orders, issues change orders, and provides order status to end-users.
- Coordinates procurement processes and works closely with agency divisions and vendors.
- Maintains and reviews various purchasing and procurement reports, records and files.
- Reports contracts in the Legislative Budget Board (LBB) Contracts Database in accordance with LBB requirements.
- Serves as ERS’ State Use Coordinator.
- May train others.
- As Purchaser IV, coordinate, review and distribute informal solicitations and invitations for bid.
- Perform other duties and special project as assigned and in accordance with agency’s mission.
Required Minimum Qualifications
Your application for employment must reflect how you meet each of the following minimum qualifications:
- Graduation from a standard senior high school or equivalent.
- Three (3) - Four (4) years (based on classification level) of experience in the purchasing and procurement of goods and services in a public or private agency.
- One (1) - Two (2) years of experience reviewing and interpreting contracts.
- Three (3) - Four (4) years (based on classification level) of experience with purchasing through State of Texas contracts.
- One (1) - Two (2) years (based on classification level) of experience with informal solicitations.
- One (1) - Two (2) years (based on classification level) of experience with invitations for bid.
Preferred Qualifications

7. Graduation from an accredited four-year college or university with major coursework in business, public administration.
8. Certified as a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD)
9. Experience with Legislative Budget Board reporting requirements.
Other Information
Special Requirements:
Must obtain specialized certifications from the Texas State Comptroller, Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) within twelve (12) months of employment.
Other Information: Work is performed in an office environment. This position may require access to privileged, confidential, or sensitive data. Ability to lift and relocate file boxes up to 50 lbs. Ability to travel (including overnight travel) up to 5%. ERS will conduct either a TXDPS or FBI criminal history check on all new hires.
