Essential Functions

    The Employees Retirement System (ERS) supports state employees who have dedicated their career to supporting Texas! ERS mission is to offer competitive benefits to enhance the lives of our members!  Our Information Systems Division is seeking experienced PeopleSoft Developers for the Development Team.  The PeopleSoft Developers perform advanced computer systems analysis and programming in the areas of Benefits Administration, Pension Administration and other Human Resource Applications.  Responsibilities are performed under the general supervision of the PeopleSoft Technical Team Leader, and Applications Development Manager, with considerable latitude for the use of initiative and independent judgment.  The ideal candidates will have considerable knowledge of PeopleSoft Benefits Administration, Pension Administration, Base Benefits, core HR, and Financials functionality to understand ERS’ benefits, HR and Financial systems, internally and externally. 

     

    Essential Functions includes, but not limited to: 

    • Performs highly advanced analysis and development of all ERS PeopleSoft applications and modules. 
    • Maintains data integrity within benefits administration, pension administration, Core HR, Financials PeopleSoft applications.
    • Assists business analysts and users in defining a project or problem, feasibility of the project and provides estimates for a project or problem solution.

    • Writes, tests, debugs complex PeopleSoft programs like SQR, Application Engine, PeopleCode, COBOL etc.
    • Works with PeopleSoft XML Publisher reporting, PeopleSoft Integration tools and integrating PeopleSoft applications with third party applications using web services.
    • Prepares detailed analyses, plans, diagrams and procedures within a technical design document for existing and proposed PeopleSoft applications.
    • Determines the effort involved in implementing new systems or enhancements to existing systems due to changes in user requirements, legislative mandates, new software releases, changes in equipment configurations, etc.
    • Suggests technical solutions to enhance business processing efficiency of existing and/or new processes.
    • Demonstrates developed functionality to agency staff prior to the implementation of new or revised technical systems and offers advice and guidance during the implementation process.
    • Performs other duties as assigned.

      Required Minimum Qualifications

      Your application for employment must reflect how you meet each of the following minimum qualifications:

        1. Graduation from a four-year college or university with the last year of major coursework in data processing, computer science, business or a related field.  Each year of related experience over the required minimum may be substituted for one year (30 semester hours) of required college credit.
        2. Five (5) years of experience with PeopleSoft PeopleTools development.
        3. Three (3) years of PeopleSoft development experience with PeopleSoft HRMS, Benefits Administration, Pension Administration and/or Financials modules.
        4. Three (3) years of experience using SQL with an Oracle database.
        5. Three (3) years of experience of writing SQR programs.
        6. Three (3) years of experience of PeopleSoft PeopleCode.
        7. Two (2) years of experience with PeopleSoft Application Engine programming.

          Preferred Qualifications

          Your application for employment should reflect how you meet the following preferred qualifications:

                 8.   Professional work experience with PeopleSoft Micro Focus COBOL.

                 9.   Professional work experience with Oracle Policy Automation (OPA) rule engine.

                10.  Professional work experience with PeopleSoft XML Publisher.

                11.  Professional work experience with PeopleSoft integration with other PeopleSoft and third party applications experience using web services.

              Other Information

              Work is performed in an office environment.  Performs on-call or scheduled after hours work as required.  This position may require access to privileged, confidential, or sensitive data.  ERS will conduct either a TXDPS or FBI criminal history check on all new hires.  For more information about this policy inquiries can be made to employment@ers.texas.gov.
