Essential Functions
Serves as Customer Benefits business
integration liaison to Information Systems (IS):
- Serves as the division’s technical
lead on system changes and project implementation.
- Manages the customer service
request life cycle and determines viable system release dates and
coordinates with IS.
- Reviews and edits requests from
users for proposed system changes and additions to determine project
scope.
- Evaluates information gathered from
multiple sources, reconciles conflicts, decomposes high-level information
into details, and determines user requests from the information presented.
- Identifies and approves system
requirements necessary for project implementation.
- Updates set up tables in the
PeopleSoft system.
- Works with IS Staff in designing
and implementing methods to meet the needs of the agency and in
prioritizing work orders.
- Collaborates with stakeholders, to
identify and document business need, initiates projects, obtains authorization
and commitment, and demonstrates project feasibility.
- Identifies and resolves issues and
risks associated with approved projects; identifies potential project
risks and difficulties, and designs strategies to mitigate or avoid them.
- Composes system enhancement
requests.
- Monitors and manages project
quality to ensure project deliverables are acceptable.
- Participates in user acceptance
testing and testing of new system functionality by developing test plans,
validating results, and coordinating testing efforts with QC and end
users.
- Provides guidance to end users on
devising effective and efficient approaches to achieve objectives.
- Analyzes, documents, and tests new
or existing business processes and procedures for process efficiency and
effectiveness.
- Reviews business processes and
practices and makes recommendations to streamline functions, reduce
customer elapsed wait time, and improve the overall customer service
experience.
- Communicates project information
and system changes to management and impacted areas.
- Identifies appropriate
communication that needs to be relayed to agencies, members, and retirees
regarding system changes or enhancements and coordinates that
communication with the Customer Benefits Communication Coordinator.
- Researches and analyzes member
and/or system issues.
Communicates and explains laws, rules,
and procedures governing member and retiree benefits, verbal or written, with
agencies, members and retirees.
Assists with gathering and organizing
data, and drafting or editing division materials such as forms, manuals,
letters, charts, policies, and procedures.
Works collaboratively with all
stakeholders, both internally and externally, in a respectful and productive
manner.
Demonstrates
the ability to effectively engage, coordinate the efforts of, and maintain
positive working relationships with stakeholders both internal and external to
the agency.
Communicates effectively on a
continuous basis with stakeholders, both internally and externally, regarding
the progress of projects, risks, changes, and timelines in an effort to
mitigate risks and stakeholder impact.
May respond to telephone inquiries,
emails, and written correspondence.
Required Minimum Qualifications
Your application for employment must reflect how you meet each of the following minimum qualifications:
- Graduation from an accredited four-
year college or university with major coursework in business management,
business integration, project management, management information systems or
related field. Each year of related experience over the required may be
substituted for one (1) year (30 semester hours) of required college credit.
- Three (3) years of experience analyzing
business requirements and transforming user requirements into functional
requirement specifications.
- Experience in systems analysis.
- Three (3) years of experience gathering
and documenting system process or procedures, as well as investigating system
issues.

Work
is performed in an office environment. This
position may require access to privileged, confidential, or sensitive data. ERS will conduct either a TXDPS or FBI

Special
Requirements:
May be required to work overtime and on-call when necessary.
