The latest update to the Motor Vehicle Registration Manual (attached) is now available via Registration and Title System (RTS) workstations and at www.txdmv.gov.

Chapter 10 – General Provisions Section 10.13, “Digital License Plates,” has been added to coincide with the rollout of the Digital License Plate (DLP) program. Relevant statutes and information on eligibility, display, and obtaining a DLP are provided.
Chapter 16 – Temporary Permits Section 16.1, “Temporary 72-Hour or 144-Hour Permits,” has been updated to add the requirement of a USDOT number for 72-Hour and 144-Hour Permit applications. Additionally, language throughout the section has been refined and organized into subheaders.
Section 16.2, “One-Trip (single trip) or 30-Day Trip Permits,” has been updated to add information on application requirements for 30-Day Permits, including the new Application for Timed Temporary Permits (Form VTR-66). Additionally, language throughout the section has been refined and organized into subheaders.
Section 16.4, “Vehicle Transit Permit – Private Party Sale,” has been updated to add basic information on Vehicle Transit Permits. Additionally, language throughout the section has been refined and organized into subheaders.
Chapter 17 – Transfer of Registration When Applying For Title Section 17.5 – “Plate to Owner Transactions,” has been updated to note that the New Plates Desired check box in the Title Application event in the Registration and Title System should be selected when a customer indicates that the vehicle’s previous owner retained their license plates.
