As a result of a theft of blank titles in April 2017, the State of Arizona has alerted jurisdictions that roughly 25,000 blank Certificate of Title forms have been stolen from the state. Attached you will find the communication, including a list of the control numbers identified as stolen since 2002.
Do not reject an application if a customer surrenders an Arizona Certificate of Title identified on the attached list. Instead, please follow the Red Flag procedures outlined in Registration and Title Bulletin #009-16.
