eLicensing: Online Submittal of Dealer Complaints (03/06/2017)

Good afternoon,

On March 6, 2017 the Texas Department of Motor Vehicles (TxDMV) will deploy the new eLICENSING system. The eLICENSING system will allow Texas motor vehicle and salvage dealers to apply for, renew, or amend their licenses online. Dealers will also be able to check the status of their application at any time by logging into eLICENSING.

In addition to the motor vehicle and salvage dealer licensing benefits, eLICENSING will also allow for the online submittal of dealer complaints. Counties who currently submit the types of complaints listed below (either via spreadsheet or paper format) will be able to electronically submit complaints directly to TxDMV via eLICENSING.

Types of Complaints:

  • Motor Vehicle General – These complaints include a request for a site visit from a TxDMV investigator (to verify a dealership is closed), failure to transfer a title, or other complaints from the purchaser regarding a title.
  • Declaration/Monthly Reports – These complaints include failure to file an Initial, Monthly, or Annual declaration, or failure to sell at least five (5) vehicles in a tax year.

Beginning March 6, 2017, counties should submit complaints via eLICENSING by following the steps in the attached document.

The ‘Declaration and Monthly Reports’ complaint type will provide counties with the spreadsheets needed to list specific information about dealers who have failed to comply.
