Congratulations Early Childhood Systems Building Grant Awardees!

PEI is pleased to announce the awardees of Early Childhood Systems Building (ECSB) funding made possible by the Preschool Development Grant Birth to Five (PDG B-5) Texas was awarded earlier this year. DFPS released a funding opportunity to Healthy Outcomes through Prevention and Early Support (HOPES) and Texas Home Visiting (THV) grantees in order to leverage the existing infrastructure of the HOPES and THV programs to expand impact across their communities and advance early childhood systems building and family engagement and leadership. Grantees were able to propose the following activities under this initiative:

  • Help Me Grow Affiliation and Implementation
  • Creating or expanding Family Resource Centers
  • Adopting and implementing National Family Support Network Stands of Quality framework
  • Developing and supporting a Parent Advisory Committee
  • Implementing Parent Cafes
  • Conducting family and community outreach and education
  • Establishing or enhancing a centralized access point, including a central intake and referral systems in the community
  • Engaging child healthcare providers
  • Performing data collection and analysis regarding systems development, access, opportunity for enhancement, and community impact
  • Early childhood coalition coordination

PEI awarded $5.4 million across 31 communities and was able to fund all the above activities in some capacity, notably 4 new Help Me Grow affiliates, 6 new Family Resource Centers, expansion of 4 Family Resource Centers, in addition to many enhancements to early childhood coalition coordination and elements of the Help Me Grow framework.

PEI selected awardees to ensure a wide range of activities, geography, and approaches to continue learning and growing systems building and family engagement work.  Period of performance for grantees is May 1, 2023-December 31, 2025.  (HOPES ECSB grants expire in August 2025 at the end of the HOPES grant cycle.)
