DALLAS — The City of Dallas today announced the appointment of James L. Wilkinson as Chief Information Security Officer. Wilkinson will lead the City’s enterprise information-security program and help strengthen cyber resilience across critical systems, public services, and City departments.
Wilkinson brings more than 25 years of technology, cybersecurity, risk-management, and operational leadership experience spanning national security, financial services, aerospace, defense, and the public sector. He completed 26 years of military service, including senior cyber leadership assignments with the United States Army and United States Marine Corps. His roles included Chief of Cyber Mission Forces and leadership responsibilities supporting cyber operations, technology modernization, resource management, and mission-critical capabilities.
Following his military service, Wilkinson held senior technology and cybersecurity leadership roles at Wells Fargo, Lockheed Martin Aeronautics, and MUFG Bank. His experience includes enterprise infrastructure, cyber risk, regulatory compliance, operational resilience, identity and access management, disaster recovery, and technology transformation across large and highly regulated organizations.
“James’ leadership across national security, financial services, and mission-critical technology environments will be an important asset as Dallas continues strengthening its cybersecurity capabilities,” said Dallas City Manager Kimberly Bizor Tolbert. “His experience leading complex organizations and advancing risk-based security programs will help protect City services, support modernization, and reinforce public trust.”

Wilkinson’s first day with the City of Dallas will be August 17, 2026.
