City of Dallas Approves Agreement with Veterans Community Project for Transitional Housing Development

DALLAS — On May 27, 2026, the Dallas City Council authorized an agreement with Veterans Community Project (VCP) and its affiliates for the development of the Veterans Community Project Village, a transitional housing community for veterans experiencing homelessness.

The proposed agreement includes the conveyance of approximately 7.33 acres of City-owned land located west of S. Lancaster Road, south of Mentor Avenue, and east of Denley Drive. In exchange, the developer will construct and operate a village of small residential units, a community center, and on-site supportive services designed to help veterans transition out of homelessness. The site is in City Council District 4.

“This is more than a housing project; it is a community of care that honors our veterans’ service and moves us closer to ending veteran homelessness in our city,” said Dallas City Manager Kimberly Bizor Tolbert. “By transforming approximately 7 acres near the VA Medical Center into a village of small homes and on-site supportive services, we are investing in a proven model that helps veterans experiencing homelessness find stability and a path to permanent housing.”

The City of Dallas has owned the property since 2015 and has issued three requests for proposals over the past decade seeking private development opportunities for the land. None of those solicitations resulted in a completed agreement or project.

Following the conclusion of the most recent RFP process, the City Manager’s Office directed the Office of Economic Development to explore new partnership opportunities for the property. Over the past six months, OED has collaborated with Council Member Johnson to assess the feasibility of a veterans-focused, nonprofit-led housing development. Veterans Community Project emerged as a potential partner capable of delivering a proven model that combines transitional housing with wrap-around supportive services.

VCP’s approach has been recognized nationally for its effectiveness in reducing veteran homelessness and providing long-term stability for those it serves.
