DALLAS - The Dallas City Council authorized the City of Dallas to finalize a developer agreement with the Dallas Wings organization for the construction of a new practice facility at Joey Georgusis Park.
Originally deferred from the February 25, 2026 council meeting, the item returned to the City Council on Wednesday after productive discussions between the City and the Dallas Wings. The approved council agenda item is an economic development grant agreement with the Dallas Wings Development LLC to construct the Wings practice facility on City-owned park property located at 1200 North Cockrell Hill Road.
“Today’s action marks another step in strengthening the City’s long-term support for professional women’s sports and enhancing opportunities for community engagement in southern Dallas,” said Dallas City Manager Kimberly Bizor Tolbert. “We appreciate the efforts of Wings CEO and Managing Partner Greg Bibb for collaborating with the city to move this important project forward.”
The Wings organization will take the lead on the design and construction of the practice facility and training complex.
“We strongly believe the practice facility will provide our world-class athletes with what they need and deserve to compete at the highest level while delivering real benefit to the citizens of Dallas, especially the residents of far west Oak Cliff,” said Bibb. “The Wings remain committed to playing a key role in the revitalization of downtown Dallas when the renovation of Dallas Memorial Auditorium is completed in 2028,” Bibb added.
Preparation for construction is expected to begin immediately.
