High-Speed Rail Economic Impact Study Presented at Dallas Committee Meeting

DALLAS - The City of Dallas on Monday released the High-Speed Rail Economic Impact Study prepared by Boston Consulting Group, Inc. (BCG).  The study was requested by the Dallas City Council in June 2024.  The project team answered questions regarding the study process and findings at the City’s Economic Development Committee on Monday, June 2, 2025.  

BCG met with a wide range of stakeholders, including elected officials, private developers, community stakeholders, and industry experts to determine the economic impact of proposed high-speed rail routes for Dallas to Houston, and Dallas to Fort Worth. It also looked at the feasibility of three potential alignments for the Dallas-Fort Worth route, including an option for a train tunnel constructed under existing infrastructure using existing Trinity Railway Express lines, and a route to connect DFW and Love Field airports to downtown. 

Some notable benefits found by the study include a significant reduction in vehicle traffic—with a projected 2.5 million car trips removed from Texas roadways--improved job and education access between the connected cities, and more than 20,000 jobs created over the lifetime of the project’s construction and operation.  

While Amtrak and the U.S. Department of Transportation announced earlier this year that federal funding would be pulled from the proposed Dallas to Houston route, the results of this HSR Economic Impact Study provides valuable insight to policy makers should the Dallas to Houston project progress with private funding.   

“It was important that we took the time to study the benefits of high-speed rail for Dallas, and how to do it correctly,” said Mayor Pro Tem and Economic Development Committee Chair Tennell Atkins. “This gives us a much clearer picture on how we can move forward strategically to benefit our residents and help build a better Dallas. It shows our dedication to making sure we have critical information to make the right decisions for our city.” Atkins added
